<br />Firm Qualifications - Include a brief discussion of the firm's relevant background and expertise. <br />Also provide a list of pertinent projects performed within the past ten years, including software _ <br />development and documentation and showing total project costs and client references. A description .. <br />of the firm's ability to write, edit and produce a report should be provided. Production capabilities <br />for associated graphics and drawings should also be incorporated in this section. <br /> <br />Personnel Qualifications - Provide brief resumes for all personnel proposed to work on this project. <br />Include a brief description of only those projects the person has been involved with that are relevant <br />to this project. <br /> <br />Because of the unique nature of this project, the qualifications and experience of project <br />personnel, including project manager, specialists, engineers, and other experts, is critical. <br />Therefore, the firm awarded this contract will be required to notify the DNR Management Team <br />immediately upon any changes or replacement of the staff assigned to this project. The DNR <br />Management Team may, at its discretion, terminate the contract if it determines that a change in staff <br />will compromise the integrity or timely accomplishment of the project. <br /> <br />Team Orl!anization - The proposal shall include the management and organizational structure of the <br />project team, the specific personnel involved in the project team, individual levels of involvement, <br />key personnel, and the responsibilities of the persons specified, including an indicator of how much <br />time those persons will devote to this project. <br /> <br />Conflicts of Interest - The proposal shall disclose all potential conflicts that the contractor or any <br />team member may have. <br /> <br />Contractor's Proiect Manal!ement - The contractor's Project Manager and roles of personnel assigned e <br />to this project should be presented in an organization chart and brief narrative form. In the narrative <br />section provide time availability and peninent project organizational skills. <br /> <br />Coordination - An important part of this study will be close coordination between the Contractor, <br />the DNR Management Team and the TSC. During the course of the project, the Contractor shall <br />meet and communicate with the DNR Management Team and the TSC regarding the status of <br />progress as appropriate. <br /> <br />Quality Assurance - A description of the Contractor's plan for quality assurance and quality control <br />measures must be included. Procedures for identification and resolution of any problems anticipated <br />or that may occur during the project should be addressed. <br /> <br />Scooe of Service - The Contractor's proposed Scope of Services may be revised during contract <br />negotiations and the final Scope of Services will be made part of the contract. The proposed Scope <br />of Services shall include an introduction, a section describing project administration and a detailed <br />work plan. The introduction should include a project overview including a statement of the project <br />purpose, goal, objectives, and the general project approach. The project administration section <br />should describe the project team member firms, team organization, coordination and reporting, <br />project schedule and work products. The detailed work plan should include the evaluation techniques <br />and methodologies to be employed, linkages between tasks, likely sources of information to be used, <br /> <br />5 <br /> <br />e <br />
