Inc. <br /> <br />Harris Water Engineering, Inc. (HWE) is included as a subcontractor <br />to AGRO to provide additional depth to the project team and <br />considerable experience in alternative evaluations and technical <br />management. HWE has been in business in Durango, Colorado since <br />1983. Mr. Steven Harris, the President, has twenty years of <br />experience; the last nine as president of HWE, three years with <br />Morrison-Knudsen Engineers in Denver, and eight years with the <br />Bureau of Reclamation in Durango. <br /> <br />Mr. Harris has conducted numerous studies involving the evaluation <br />of water resources alternatives. His work for the Ute Mountain Ute <br />Tribe for the Colorado Ute Indian Water Rights Settlement Act and <br />the $40 million development of 7,600 acres of irrigated land on the <br />Ute Mountain Ute Reservation included all facets of water <br />development from winters Water Rights to irrigation scheduling. He <br />was involved with the Towaoc community to assess water needs and <br />prepare Tribal members to operate the water systems. He has <br />prepared numerous reports, including a Small Reclamation Loan <br />application for $18 million. He coordinated the environmental work <br />necessary to develop the 7,600 acres of land, including preparation <br />of the scope of work for a $2 million archeological mitigation <br />program. <br /> <br />He has prepared several studies for the CWCB including dam repairs <br />and a water supply evaluation for Durango West which included a <br />complicated water rights transfer. <br /> <br />He is a member of the Animas-LaPlata Water Conservancy District <br />Board of Directors. <br /> <br />His last position with the Bureau of Reclamation was plan <br />Formulation Branch Chief, where he was responsible for development <br />of alternatives for multiple purpose water project. He was team <br />leader for the Glen Canyon Dam Peaking Power Study and the McElmo <br />Creek. Salinity Control Project. The projects Mr. Harris has worked <br />on have usually included a broad range of interests including: <br />irrigation, municipal, archeology, fisheries, hydropower, and <br />recreation. <br /> <br />He has conducted numerous water rights evaluations during the past <br />nine years including the two major water rights evaluations briefly <br />described below. <br /> <br />7 <br />
