<br />RUG 17 '92 12:23 <br /> <br />HHF <br /> <br />475 P12 <br /> <br />346i <br /> <br />statement of Qualifications <br />Colorado Water Conservation Board <br /> <br />(1) WINTER DOCTRINE WATER RIGHTS -He was the engineer for the ute <br />Mountain ute Tribe during the negotiation for the Colorado Ute <br />Indian Water Rights Settlement Agreement~ he evaluated the yield of <br />the water rights the Tribe might receive from litigation through <br />courts versus the rights received through negotiation. The water <br />rights involved 500,000 acres of land, four rivers and streams, and <br />over 100,000 acre-feet of water. <br /> <br />(2) SAN JUAN RIVER WATER RIGHTS - Mr. Harris has evaluated water <br />rights for the Southwestern Water Conservation Oistrict on the San <br />Juan River. He evaluated the estimated yield from the rights when <br />in priority, and sized three potential reservoirs. He continued <br />those studies for the San Juan Water Conservancy District regarding <br />the evaluation of an additional three possible reservoir sites on <br />streams, tributary to the San Juan River. Computer models were <br />used in the evaluations. <br /> <br />Attached in Appendix a, is: (1) a resume for Mr. Harris, (2) a <br />resume projects. that aWE has performed, and (3) a list of HWE <br />clients. <br /> <br />LOVELESS ENTERPRISES, Inc. <br /> <br />Ms. Loveless has twenty years of public involvement experience <br />through her Masters and Doctorate degree programs and positions <br />with the Bureau of Reclamation, President of Loveless Enterprises, <br />and work with other entities. She has considerable experience on <br />numerous Bureau projects in utah, Colorado, Wyoming, Arizona, and <br />Washington. She understands and, in some cases, has written the <br />Bureau procedures for public involvement. She has worked on such <br />projects as: Glen Canron Dam Peaking Power Study; Auburn-Folsom <br />South Unit, Californ~a; Central Arizona Water Control Study; <br />Animas-LaPlata Project; Fontanelle Dam, Wyoming; and the Garrison <br />Diversion Unit. <br /> <br />Loveless Enterprises was hired by the Utah Association of Counties <br />and the State of Utah to conduct the public involvement program for <br />the creation of the master plans for all 29 utah counties. The <br />master plans include natural resources, economic development, <br />custom and culture, recreation and other related topics. <br /> <br />Loveless Enterprises, Inc. has been hired to plan and conduct <br />public involvement activities on many contracts, some of which are <br />with J .M. Montgomery Consulting Engineers, Resource Management <br />International, Inc. of Sacramento, and Eckhoff, Watson, and Praetor <br />Consulting Engineers. The public involvement activities deal with <br />environmental studies, water rate pricing structures, statewide <br />water management and conservation studies, and land use plans. <br /> <br />8 <br />
