Kellogg, Chief Engineer, Arkansas State Health <br />Department; Mr. Hu B. Myers, Chief Engineer, Louisiana Department of <br />Public Works; Mr. Ira C. Husky, Director of the Division of Water Re- <br />sources; OklahollJl, Planning and Resources Board; and Mr. Ted C. Ferris, <br />Senior Engineer, Division of Water Pollution Control, Texas State De- <br />partment of Health. As the concluding part of the agenda for the <br />November meeting various representatives of the Corps of Engineers <br />presented and discussed the Multipurpose Plan for Development of the <br />Arkansas Basin. Brigadier General L. E. Seeman, Division Engineer, <br />Southwestern Division, outlined the overall purpose and scope of the <br />plan; and the individual projects, problems and progress by districts <br />vas reviewed by Colonel John D. Bristor, District Engineer, Tulsa <br />District; Colonel Staunton Brovo, District Engineer, Little Rock <br />District; and Colonel Milton P. Barschdorf, District Engineer, Vicksburg <br />District. Other activities of the November meeting included the appoint- <br />ment of an Ad Hoc Committee to study the use of the word "pollution" a. <br />it might affect the activities of the AWR Basins, and the disapproval by <br />a vote of 4 ayes and 8 nays of a proposed amendment to the Articles of <br />Or~ization and Procedures which would have defined the Administrative <br />Committee as a "general staff body to the Inter-Agency Committee to <br />recommend matters which require action by the Inter-Agency Committee, <br />including procedure by which such action might be taken." <br /> <br />As a step toward a mutual and common approach to the basic <br />problems and concepts of interagency coordination, and to facilitate <br />the exchange of ideas and experiences, the January meeting va. held <br />Jointly with the Missouri Basin Inter-Agency Committee. Three of the <br />States - Kansas, Missouri, and Colorado - lie partially in both basin. <br />and are represented on both Committees. The principal topic of dis- <br />cussion at the Joint session was the Coordination of Water Resources <br />Development. Mr. Joseph Grimes, Chief Engineer and Executive Officer, <br />State of South Dakota, read, in the absence of the Honorable Joe Foss, <br />Governor of South Dakota, Governor Foss I paper on the history, organi- <br />zation and role of the Missouri River States Committee, an organization <br />of the Governors of the ten Missouri Basin States established for the <br />purpose of more effectively supporting and recommending the development <br />of the vater resources of the basin for the benefit of all of the people <br />of the basin. Governor Foss serves as Chairman of the States Committee <br />which organization is unique to the Missouri Basin. There followed a <br />review of the history, accomplishments and problems of the two field <br />inter-agency committees by the respective chairmen, Mr. Harrell F. <br />Mosbaugb. for the Missouri Basin and Mr. Paul L. Fickinger of the AWR <br />Basins. Assistant Secretary of the Interior, Fred G. As.ndahl, who <br />represents the Department of the Interior on the Inter-Agency Committee <br />on Wat~r Resources discussed inter-agency problems and coordination of <br />vater resources development with particular emphasis upon the activities <br />of ICWR.
