Mr. Clarence Burch, who <br />represents the Governor ot OklahODB on AWRBIAC, and who, along with 28 <br />other men froJll OklaboDB, participated in an agricultural tour ot parts <br />ot Russia at the invitation ot the Russian goveI'Illllent, reported to the <br />COIIIIIIittee his impressions and opinions gained during his tour. <br /> <br />During the business session ot the September meeting AWRBIAC <br />adopted and translllitted to the Inter-Agency Committee on Water Resources <br />tor their consideration and action as required, the reports ot the Ad <br />loc COIIIIIIittees on Hydrologic Coordill&tion and Economic Base Survey. In <br />other actions AVRBIAC appointed an Ad Hoc Committee on Exchange ot <br />Program Intorma.tiou Among Agencies, and instructed the Administrative <br />Committee to restudy its functions and responsibilities beyond those, <br />relating to programs, reports, meeting sites, etc., and it desirable, <br />to draft proposed amendments to the Articles of Orsani~tion and <br />Procedures for the clarification ot these functions and responsibilities. <br /> <br />A distinct highlight of the November meeting, and probably <br />\IIIprecedented in the annals ot inter-agency meetings, 'oRI.Q the \IIlll.n.tici- <br />pated and \IIIscheduled appearance of former President Harry S. Truman, <br />who vas vacationing in Hot Springs, Arkansas. Mr. Truman spoke briefly <br />to the Committee expressing his long and continuing interest in vater <br />resources development and inter-agency coordination. Mr. Tl'UIIBIl recalled <br />that it vas he who had issued the Presidential Directive in 1950 that <br />provided for the establishment ot the original Arkansas-White-Red Basins <br />Inter-Agency Committee. <br /> <br />L <br /> <br />The central theme ot the November meeting vas pollution and <br />pollution control problems with particular emphasis on the activities <br />of the four lower basin States most directly attected vith pollution <br />control problems.
