<br />"' <br /> <br />Cl <br />(--"' <br />.... <br />~ <br />o <br />.tv <br /> <br />APPENDIX Cj2 <br /> <br />REPORT OF AD HOC COl,nU'!'J:J:;t; ON ECONOMIC BASE SURVEY <br />July 13, 1956 <br /> <br />Pursuant to the resolution of the Arkansas-White-Red Basins <br />Inter-Agency Committee adopted in Nev Orleans, March 9, 1956, the <br />Economic Base Survey Ad Hoc Committee, chaired by the Department of <br />Health, Education and Welfare, was established. The charge given to <br />the Ad Hoc Committee was, "to stu~ and to consider bringing up to <br />date, the economic base data to include such things as population <br />trends, labor forces, economic studies of other agencies, with a ~iew <br />to determining resources utilization and whether the Ad Hoc Committee <br />should take action in some manner or go farther into this matter...." <br /> <br />The Ad Hoc Committee, consisting of representatives of the Depal~- <br />ments of Commerce, Labor, Agriculture, and Health, Education and Welfare; <br />and the States of Missouri, Louisiana and Kansas, held meetings on April <br />3, 20, and May 2 for the purpose of considering the charge. The group <br />determined at the first meeting that a canvass of the AWRBlAC members <br />should be IIBde to determine Wba.t ecollOlllic problems were of concern. <br />Letters were received from IIDst of the members. The contents of theae <br />letters are categorized as follows: <br /> <br />1. Point out and recOllllllend resolution of differences in the <br />project economic eVllJ.uation metllods now in use by the several agencies, <br />partiCularly the projected price versus current price differences. <br /> <br />2. Determine recent per ca.pita incomes in rural and urban area.s. <br /> <br />3. Determine population trends in both rural and urban areas <br />since 1950. <br /> <br />4. Bring up to date manufacturing statistics which were based <br />on 1947 information. <br /> <br />5. Provide coordination of economic data. in preparing plans for <br />sub-watersheds. <br /> <br />6. No effort be uade to revise Fart 11, Section I, of the AWR <br />Report unless there is specific need for such revision, for example, <br />to suppart a project Justification. <br /> <br />7. Investigate the "dust bowl" and its associated economiC problema. <br /> <br />8. Delineate and evaluate economic conditions in areas where mining <br />once flourished but now has stopped or is rapidly declining either in <br />price or mineral. <br /> <br />C/2-1 <br />
