That hydrologic coordination with respect to items h, i, J, <br />land m can be resolved at local level, contingent upon action at <br />Washington level on items d, e, f and g as stated in 2 above. Analyze the water requiremeots of the watershed, both <br />for the present and future. <br /> <br />m. Analyze the flood damage conditions of the watershed, <br />taking into consideration estimated future development of <br />the watershed. <br /> <br />4. That the studies in progress discussed in Section II, PRESENT <br />STATUS OF RESEARCH PROGRAMS UNDER WAY TO DErERMlNE EFFECT OF UPSTREAM <br />RESERVOIRS UPON DOWNSTREAM WATER YIELD, are important aod valuable <br />studies and their results should be of particular interest to the members <br />of the Committee. <br /> <br />b. Recommendations <br /> <br />As a result of the discussion aod deliberations of the coIlUllittee <br />and the conclusions listed hereio, the following are recommended: <br /> <br />1. It is recommended with respect to items covered by paragraph <br />ooe of the conclusions that AWRBlAC take whatever action is necessary <br />at the time problems in connection with these items arise. <br /> <br />2. With respect to items covered by paragraphs 2 and 3 of the <br />conclusions, it is recommended that AWRBlAC consider the preparation of <br />a statement to lACWR calling attention to the need for the establishment <br />of certain national policy and administrative actions in order to permit <br />field committees such as AWRBIAC to discharge their responsibilities in <br />connection with these items. <br /> <br />3. That the AWR Committee members report from time to time to the <br />whole CoIlUllittee on the progress and results of studies in which personnel <br />of their organizations are engaged in research toward determination of <br />the effect of upstream reservoirs upon downstream water yield. <br /> <br />Cjl-15 <br />
