Establish a perpetual inventory of reference IlIl.terial on <br />economic studies being conducted by Federal, State, local, and private <br />agencies. <br /> <br />Certain of the l6 categories cited were of concern to more than one <br />State or agency. The most cited problem was that of obtaining and utiliz- <br />ing a common economic measuring stick for economic evaluation of project <br />benefits, and costs. This includes current versus projected prices, <br />interest rates, amortization schedules, methods of computing benefits, <br />allocation of coste, etc. <br /> <br />The Ad Hoc Committee recognizes the controversial nature of this <br />subject. It is of the opinion, however, that by-passing such issues <br />will not bring about solutions. It is believed that it is within the <br />jurisdiction of the AWRBlAC as outlined by the Charter to examine this <br />issue and to IlIl.ke recommendation if such can be agreed upon, to the <br />Inter-Agency Committee on Water Resources for its resolution. <br /> <br />It is proposed that the resolution of differences be based on <br />factual conditions. It is believed that this can only be done by a <br />team of engineers and economists analyzing an actual project in which <br />several agencies and States are represented. The team should be given <br />the opportunity of complete self-expression. The team should be author- <br />ized to reconcile all issues without re~rd to agency policy; however, <br />those issues which are settled in a llIl.oner differing from the agency's <br />policies should be pointed out. The most objective study possible is <br />needed. The cost should be supported by funds obtained through the <br /> <br />C/2-2 <br />
