Although little progress on charter-envisioned <br />objectives can be noted to date, the t1me has been well <br />spent in developing a vehicle for the future advancement of <br />resources development in the Arkansas-White-Red River Basins.' <br />During subsequent COIIIIII1ttee review of the draft, this state- <br />ment was deleted. As I view the year's activities in retro- <br />spect, I am sure that the statement as proposed was very <br />appropriate. <br /> <br />,< <br /> <br />"That we have during 1956-57 recorded definite accom- <br />plishments, consistent with the objectives, of our Charter, <br />is clearly demonstrated by such actions as the very pertinent <br />recommendations developed by the Ad Hoc Committees on Hydro- <br />logic Coordination and Economic Base, Burvey. Representatives <br />of the Inter-Agency Committee on Water Resources have assured <br />us that they want such recommendations from field inter~~nay <br />committees, and that our action, in fact, scored a distinct <br />'first.' The ultimate findings and recommendations of our <br />Ad. Hoc Committee on Exchange of Program Information, I predict, <br />will have extremely significant and far-reaching benefits. EYen <br />the seemingly commonplace action of holding a joint meeting with <br />the Missouri Basin Inter-Agency Committee furthers our objectives, <br />and as such should be continued with other field inter~gency <br />committees with whom we bave mutual and common interests and <br />problems. <br /> <br />"If I may be permitted one suggestion, as your outgoing <br />Chairman, I believe this Committee muat exert more effort in <br />the direction ot anticipating and planning its program, in <br />the broader sense. It must focus more to the :f'uture rather <br />than continuing to live on a day-to-day, meeting-to-meeting <br />basis. It would be very beneficial and I believe entirely <br />practical, to establish a year in advance those major problems <br />and areas which should merit the specific attention, concentra- <br />tion and study of this Committee, and then schedule our programs <br />and efforts in that direction. Based on my own e:ll:perience I <br />know that such an approach would not only be productive to the <br />Committee, but would be of material assistance to the Chairman <br />and to the Administrative Committee. <br /> <br />"In closing I want to pay tribute to what I consider the <br />MOst ~rtant single reason for the success of this Collllll1ttee - <br /> <br />16 <br />
