o
""'"
w
-J
~1",

I refer to the splendid ability of this group of fifteen
men of diverse backgrounds, interests and occupational
assignments to work together to support each other and
the group in the unified and dedicated purpose of further-
ing the development. of t.he resources of t.he AWR Basins."

'.

VII. 1957-1958

During the meeting at Fort Worth, Texas on May 8, 1957,
considerable attention and discussion was devoted under the agenda
title of "A 1.00& Ahead" t.o the objectives and _jor or pertinent
problem areas that should receive the attention of the Committee during
the ooming year. The concensus of that discussion led to the conclusion
til&t. AWRBIAC should t.o a far greater extent. devote its meetinga to the
analysis and discussion of specific problems at coordination and develop-
ment essential t.o fulfilling objectives set. forth in the Charter.
Althougll recognizing that all meetings are public in nature; that is,
the public is always welcome and invited, AWIUlIAC may well fall short
of accomplishing its purposes if it continues to devote a major portion
of its meetings to programs and speeches of general interest and value
from an informative standpoint, but not necessarily directly devoted to
the immediate or ultimate solution or alleviation of specific problems
facing the members of the Committee individually or as a group.

As a result of these discussions and the committee work during
the past year, as well as a great deal of exploratory work accomplished
by the various ad hoc committees, it is visualized that the coming year
Will be devoted in much greater measure to the basic concepts and details
of inter-agency coordination. It is expected that several meetings will
deal almost exclusively with such matters. This is a natural and proper
result of the programs of the Committee during the past year, in which
effort vas made to analyze the activities of various member agencies in
order that the entire Committee could become familiar With those
activities and the problems and relationship involved one to the other.

Specific plans and programs illustrative of and consistent
With the above concepts of problem analysis are tvo of the programs
already planned for the year 1957-58. The meeting on July 25, 1957 in
Springfield, Mo., vill be devoted entirely to a day-long analysis and
discussion of the poyer aspects of the Basins - the present demands and
supplies, the future needs and potentials, and the problema and respon-
sibilities involved in bringing the potential development and demand
into reasonable and practical balance.

At the September meeting each of the three principal
construction agencies - Agriculture, Army, and Interior - Will present
a detailed report by basins and sub-basins of the projects they have
in the .]anning stage and under construction to the end that other

17
