As ot the close ot the report ;year,
AVRBIAC had received no turther advice on the _tter, but progren
in conll1deration has been intol'lllB.ll~ indicated.

Also, at the March 1956 meet.ing in New Orleans, Louisiana,
a second ad hoc committ.ee with a similar purpose, type and extent. ot
assignment. t.o that ot the H~drologic Coordination Commit.tee vas appoint.ed.
This second committee, the Ad Hoc Committee on Economic Base Surve~, vas
assigned t.o:

(a) St.u~ and consider bringing up-to-date the economic base
data to include such t.hings as population trends, labor torces, econoll1c
studies ot other agencies, with a view to determining resources utiliza-
tion and whether the CoIIIIII1ttee should take action in some manner or go
turther into this matter.

Representatives ot the States ot Kansas, Missouri, and Louisiana,
and the Departments ot Agriculture, Commerce, Labor, and Health, Education,
and Weltare const.ituted the membership ot the Ad Hoc Committee on Econom1c
Base BlU'Ye~. Chail'lllB.n ot the Committee was Mr. E. C. Warkentin, represent.-
ing the Department ot Health, Education, and Weltare. This Committee's
report was also submitted at the July 1956 meeting, but like that ot the
H~drologic Coordination Committee, consideration and action b~ AWRBIAC
vas deterred until the September meeting.

In submitting its report the Ad Hoc Committee observed that with
the extremel~ wide latitude given in the statement ot its assignment a
veritable multitude of economic problems, running the ~t from specitic
detailed procedures to high level and controversial polic~ questions are
presented and could be explored. However, in the interests of specificit~
and in order to contribute something concrete to the efforts of AWRBIAC,
the Committee limited its tield of investigation to a relativel~ few
items, from which it concluded and recommended as follow: that,

(a) LAs very little purpose would be served b~ revising data
contained in Part I, Section II, of the AWR Report, unless there is a
specific need...~ Revision ot data .... be held in abeyance, unless
there is a specific need - for example, in conjunction with a project.

(b) Further study be given to an objective econolll1c evalua-
tion, including project and program formulation procedures, of an actual
project by a team of engineers and economists representing interested
Federal agencies and States, to be financed with tunds obtained through
ICWR f.rom the Bureau of the Budget for that purpose.

(c) A resolution encouraging greater effort tovard economic

10
