<br />entities may be requested by the Water
<br />Resources Councll to coordinate plan-
<br />ning stuclles.
<br />The fOllowing are the minimum. pro-
<br />cedures for fteld level coordination and
<br />shall apply in those regions where a
<br />river basin commission has not been
<br />established, and may be used or adapted
<br />for use by 8 commission in the area
<br />where one has been established:
<br />(1) Initiation. of implementation
<br />studies. When any implementation study
<br />has been funded. the field omce respon-
<br />sible for its initiation will inform the
<br />corresponding field offlces of the other
<br />Federal departments. and agencies. river"
<br />basin corn.m1s.sions, States, and con-
<br />cerned local agencies of this action. Th1s
<br />written communication will request a
<br />statement, within' a specified period of
<br />time. 88 to what interests they may
<br />have In the proposed study. what pertl~
<br />nent data they may have or .know about
<br />that can be made avaUable, and what
<br />prellm1nary comments and 5UggestJOns
<br />on these SUbjects they may care to
<br />make.
<br />(2) Coordi1U1tion during studies. When
<br />the objectives for an implementation
<br />study have been identifIed, as provided in
<br />section V, Plan Fonnulation, the plan-
<br />ning organlzatJon will prepare B public
<br />statement 01 the speclfted components 01
<br />the objectives and probable effects ot the
<br />plan on such objectives. A copy 01 this
<br />statement will be sent to the Water ~-
<br />sources Councll and to the Council on
<br />Environmental Quality for 8 preliminary
<br />report under section 102(2) (C) 01 the
<br />National Environmental Policy Act.
<br />As the plan whiah 18 to be lnCOrporRt.ed

<br />report will periodically communicate and
<br />arrange for mutually desired conferences
<br />with the corresponding fIeld omces of

<br />interest. The purpose of these communi-
<br />cations and con1erences are to determine
<br />what pertinent data are in existence, to
<br />arrange schedules for obta1ning assist-
<br />ance and for obta.1n1ng additional data
<br />without duplication, to interchange in-
<br />formation, to discuss the proposed plan
<br />and report, and to identify areas where
<br />there may be complementary or corn--
<br />petitive effects.
<br />(3) Field review of reports. When the
<br />report by the responsIble field omce has
<br />been completed, it will be submitted
<br />prior to officlal transmission to higher
<br />authority, to the other interested field
<br />offices of Federal departments and agen-
<br />cies, river basin commissions, States, and
<br />concerned local agencIes for review and
<br />comment....Reports will be revised as may
<br />be 1\ecessaJ'Y to refiect mutually accept-
<br />able changes. SUggestions on which
<br />agreement is not reached and which are
<br />not otherwise resel ved will be recorded in
<br />the field office comments.

<br />1. Reports required to be submitted to
<br />other departments or agencies and States
<br />in accordance with existing law;
<br />2. Reports prior to project authoriza-
<br />tion in which other agencies have par-
<br />ticipated, have an interest. or on which
<br />the originating agency desires comments
<br />or views; and
<br />, 3. Reports following project authort-
<br />zation when, in the opinion of the head
<br />of the responsible agency. the comments
<br />or views of other departments or agencies
<br />are necessary or desirable prior to initia-
<br />tion of construction activ1t1es~
<br />The Water Resources Councll w1ll re-
<br />view and comment on reports of imple-
<br />mentation studJes In areas covered by
<br />regional or river basin plans, The Coun-
<br />c:I.l will also review reports that conta.1n
<br />innoVations in planning procedures or
<br />cost-sha.rlng arrangements, or which
<br />have unresolved evaluation or coordina-
<br />tion problems. Federally assisted studJes
<br />that are submitted for Congressional ap-
<br />proval shall be reviewed in the same
<br />manner. The Connell's comments shall
<br />be included when reports on implementa-
<br />tion studies are transmitted to the
<br />Congress.
<br />Copies of final reports or plans not
<br />subject to headquarters review in ac-
<br />cordance with the foregoing shall be
<br />furnished for information purposes to
<br />(a) the heads of other concerned. Federal
<br />departments or agencies. (b) the Gov-
<br />ernor of the State(s) In which the proJ-
<br />ect is located, (c) the Water Resources
<br />Cmmcll, and (d) the CouneU on En-
<br />vironmental Quality.
<br />Reports or plans requiring congres-
<br />sional approval for project authorization
<br />shall be forwarded to the Omce of Ma.n-
<br />agement and Budget for clearance before
<br />transm.1ttal to the Congress. Copies of
<br />the reports wtll be forwarded to the Office
<br />of Management and Budget by the re-
<br />sponsible department or agency head, to-
<br />gether w1t:h copies of comments received
<br />from the Water Resources Council, other
<br />concerned Federal departments or agen-
<br />cles, and States. The responslble agency
<br />shall also determine that all statutory
<br />requirements have been met and that
<br />there is no apparent conflict wiU1 other
<br />water and land resource projects or
<br />progra:m.s.
<br />d. Handbook for Coordination 01 Im-
<br />plementation studies and Reports. The
<br />Water Resources Cotulen has prepared
<br />and wlll keep up to date a Handbook for
<br />Coordination of Implementation Studies
<br />and Reports for the use of agencies rep-
<br />resented on the COUDell and others con-
<br />cerned with implementation studies of
<br />water and land resources. TIle handbook
<br />will provide a summary of coordination
<br />polldes, a desc:riptJ.on of agency a.reas of
<br />interest and responsibility, designation of
<br />agency offices and representatives which
<br />are to receive tn!ormatlon regarding
<br />planning activities, and reports 10r

<br />C. Notification of planning clearing-
<br />house. The designated field o:moe 01 Fed-
<br />eral departmentS or agenc:1es responsible

<br />velopment projects of the need for them
<br />to notify the- planning and development
<br />clearinghouse of the State(s) and. the

<br />tion to appl:9' for assistance (Bureau of
<br />the Budget Circular A-9-S and Int.ergov:
<br />ernmental Cooperation Act ot 1968).
<br />Applicants for project a.ssistnncc are
<br />to ill,clude with their applications:
<br />1. Comments made by or through
<br />clearinghouses. along with a statement
<br />that such comments have been consid-
<br />ered prior to submission of the applica-
<br />tion; or
<br />2. A statement ,that the procedures tor
<br />informing clearinghouses of a.n inten-
<br />tion to apply have been followed and
<br />that no comments have been received.
<br />The"responsible field omces of Federal
<br />departments or agenc1es ar_e responsible
<br />for establ:Lshlng working relations with
<br />the appropriate clearinghouses. The
<br />clearinghouses shall be notified when
<br />the agency initiates pla.nn1ng activities
<br />and a oonference" arranged to d1.scuss co-
<br />ordination needs a.nd arrangements. 'At
<br />such con1erences, arrangements should
<br />be made to obta.1n available and perti-
<br />nent base data, statistics, or other infor-
