<br />may be transmitted separately by the
<br />Councll to the Congress.
<br />2. Regional or river basin studies. AI!,
<br />part of. its comprehensive planning re-
<br />sponsibilities. each rtver basin commis-
<br />sIon is directed under the Water Re-
<br />sources Planning Act to recommend
<br />long-range schedules of priorities for the
<br />collection and analyses of basic data and
<br />for investigation, pla.nning, and con-
<br />struction of projects. Where commissions
<br />have adopted such long-range schedules,
<br />.the Council a.nd Federal departments and
<br />agencies shall use the commissions' rec-
<br />ommendations in establishing priorities
<br />for regional or river basin planning
<br />studies, study leaders shaJI be provided
<br />by or designated by river basin commis-
<br />sions in their respective areas.
<br />Where a river basin commission has
<br />not been establlshed under title II 'of the
<br />Water Resources Planning Act. the Coun-
<br />. cil may designate some other regional
<br />entJ.ty to perfonn the function of a river
<br />basin commission In recommending
<br />priorities for planning studies, study
<br />leaders shall be provided by or designated
<br />by the Couneilin these areas.
<br />For multlobjectl.ve regional or rIver
<br />bosJn planning studies, the Council will
<br />have prepared and will submit budgets
<br />with suitable statements or justiflcat10ns
<br />ror consideration in establishing' the
<br />President's budget. These statements will
<br />outline a brief plan of sOOdy, including
<br />arrangements for study coordination and
<br />management.
<br />When a budget for a regional or river
<br />bas1u stUdy has been approved, the COUD-
<br />en will prepare terms of reference for
<br />the study, provide or designate the study
<br />manager, and prepare the coordination
<br />arrangements, Including desIgnation of
<br />part1cipating Federal agencies and
<br />States. The study manager shall submit
<br />a detailed plan or study, prepared In
<br />accordance with the Council's Handbook
<br />for Regional or River Basin studies, for
<br />review and approval or the Cmmcll. The
<br />study manager wlll be responsible for the
<br />emcient management of the study and
<br />for organizing the study so that all con-
<br />cerned Jnterests may participate In the
<br />planning process. When the objectives of
<br />the regional or river bastn planning study
<br />have been identified, as provided in sec-
<br />tiOD V, Plan Formulation, the study
<br />manager will prepare a statement of the
<br />specltled components of the mUlti-
<br />objective and the probable effects of the
<br />plan on such objectives. A copy of this
<br />statement will be sent to the Water Re-
<br />sources Councn and to the Councn on
<br />Environmental Quality. as a preliminary
<br />report under section 102 (2) (C) of the
<br />National Environmental Polley Act of
<br />1969,
<br />The stUdy manager will Bubmit com-
<br />pleted reports of regional or river basin
<br />planning studies to the Water Resources
<br />Council for review. Copies shall be fur-
<br />nished to the Councll on Environmental
<br />Quality,
<br />The procedure for processing of reports
<br />from river bBB1n commissions is pre-

<br />sented below. For reports of studies in
<br />other areas, the Council will prepare its
<br />review report which may include modi-
<br />flcations of the plan and after clea.rance
<br />with the Omce of Management and
<br />Budget will transmit Its report and the
<br />plan to the Congress for approprIate
<br />action.
<br />G. River Basin Commission plan re-
<br />ports, These report.. will be submitted to
<br />the Water Resources Council for review
<br />in accordance with the Water Resources
<br />Planning Act, Copies will be fumlshed
<br />to the Council on EnvirorunentaI Quali-
<br />ty. The _ .Water Resources Council will
<br />prepare a report of its review which may
<br />include revision of plans for Federal proj-
<br />ects included in the comm1ssion's plan.
<br />The Council will review each plan pre-
<br />pared by a river basin commission with
<br />specia.l regard to:
<br />1. The emca.cy' of such plan in a.chlev-
<br />1ng optimum use of the water and land
<br />resources in the area1nvolved;
<br />2. The effect of the plan on the
<br />achievement ot' other programS for the
<br />development of agricultural, urban, en-
<br />ergy, Industrtal, recreational, Ilsh and
<br />wUdllfe, and. other resources of the Na-
<br />tion; and
<br />3. The contributions which such pIan
<br />will make in ach1eving the Nation's eco-
<br />nomic and social goaJs.
<br />The CoUncU. will formula.te such rec.-
<br />ommendatlons as it deell15 desirable in
<br />the nat.ionalinterest and transmit them,
<br />together with the plan or revision of the
<br />river basin comin1ssion and the views,
<br />comments, and recommendations with
<br />roo-pact to such plan or revision sub-
<br />mitted by any Federal agency, Governor.
<br />interstate com.m.l.ss1on. or U.8. section of
<br />an international oomm1ssIon, to the Pres-
<br />ident for his review and tra.nsm1tta.l to
<br />the Congress with his recommendations
<br />in regard to authorization of Federal
<br />projects, '

<br />Resources Counc1l, to the appropriate
<br />river basin conun1ssion, and to desig-

<br />Planning Studies and Reports, These re-
<br />. ports will be used for lnformatJon in
<br />preparing the national planning pro-
<br />gram,
<br />c. Handbook lor. Tegional and river
<br />basin studies. The Conneil Will issue and
<br />keep up to date a Handbook for Re.
<br />glonsl or River Basin Studies. This
<br />handbook will set forth procedures for
<br />prepari.p.g work plans. establishing stUdy
<br />management, preparing budgets,. and
<br />the application of principles and stand.
<br />ards in .regIonal 'or river basin studies.
<br />3. Implementation studies-a. Coun-
<br />cil coordinatiOn. To fa.cllitate the coor-
<br />dination of water and land resources
<br />planning studies among the agencies
<br />represented on the Water Resources
<br />Connell, the Federal agencies, on or be-
<br />fore July 1 of each year. will exchange,
<br />through the Councll, lists of implemen-
<br />tation studies which are under consid-
<br />eration as proposed new planning starts
<br />for the falI budget submissions. The
<br />lists w1Iltnclude information concerning
<br />.the type of study, study name, purpose,
<br />location, est1ma.ted. duration, and a pre-
<br />llmlnary estimate of total cost, Informa-
<br />tion will be included on the rela.tion of
<br />the proposed 1mplementa..t1on study to
<br />priorities established by the Councll on
<br />the bB.Sls of recommendations by river
<br />basin commissions or other regional en- .
<br />titles and to State planning programs,'
<br />On the basis of this infonnation and the
<br />1n!ormation on. appl1catlons for federally .
<br />s.ssisted programs, the Council will pre-
<br />pare its recommendations, for "admin-
<br />Istra.tive use.only," as to a national pro-
<br />gram of implementation studies that
<br />should be considered for 1n1t1ation in
<br />the succeed.l.ng fiscal year.
<br />Each Federal agency will (on an "ad-
<br />ministrative use only" bB.Sls) keep the
<br />Counciltnformed of action on implemen-
<br />tation stl4i1es included In the Council's
<br />recommended national program during
<br />the budgetary and appropriation proc-
<br />ess. When the appropriations have been
<br />approved, each Federal agency will ad-
<br />vise the Water Resources Council which
<br />implementation studies have been fund-
<br />ed, the assignment of stUdy manage-
<br />ment., and any special. coordination
<br />arrangements.
<br />b. Field coordination of im'plementa4
<br />tion studies. River basin commissions
<br />established under the Water Resources
<br />Planning Act serve as the principal
<br />agency for the field level coordination of
<br />Federal. State. interstate. local. and non-
<br />governmental planning efforts for the
<br />development of/water and land resources
<br />in their areas of responsibility. Proce-
<br />dures to a.ccomplish this will be de-
<br />veloped by the oonunissions consistent
<br />with the Water Resources Planning Act
<br />and applicable rules, regulations, and
<br />guidelines of the Water Resources
<br />COUDcll.
