Any discussion of savings in Federal investment is mean- <br /> <br />ingless unless translated into equivalent costs of transmission to be paid <br /> <br />by the users. No such evidence is present. <br /> <br />9. Any consideration of increased tax returns to Federal, <br /> <br />State or Local governments is academic and simply provides a measure <br /> <br />of increased costs which the preference users of power would have to pay <br /> <br />if the private utilities build the transmission system. <br /> <br />10. Too long delay has already occurred and transmission line <br /> <br />construction must be provided for in 1960 to meet the dates of initial pow- <br /> <br />er production from project plants. <br /> <br />RECOMMENDATIONS <br /> <br />It is recommended that: <br /> <br />1. Immediate decision be made that the Federal Government <br /> <br />will finance, construct, operate and maintain the backbone transmission <br /> <br />system as shown or as later may be revised to provide interconnection <br /> <br />between Federal plants and Federal systems and to deliver power to such <br /> <br />preference customer load centers as may be specified in final contracts <br /> <br />for purchase of power. <br /> <br />2. Power marketing area and interim power rates be estab- <br /> <br />lished at the earliest possible date. <br /> <br />- 3 - <br />
