Applications for power be requested by the Department of <br /> <br />the Interior as soon as preference users can reasonably determine their <br /> <br />interest in view of market area and rates. <br /> <br />4. Power allocations be determined and announced by the De- <br /> <br />partment of the Interior as soon as possible after receipt of applications <br /> <br />therefor and after such public hearings as appear desirable or are re- <br /> <br />quested by interested parties. <br /> <br />5. Upon definite determination of allocations a program of <br /> <br />expenditures by years be presented to the Congress so that it may be in- <br /> <br />formed in advance of annual budget requirements to keep step with the <br /> <br />availability of Federal power and customer needs. <br /> <br />6. Due to the short time remaining before power is expected <br /> <br />to be available from project plants the Congress be requested as a mini- <br /> <br />mum to include in appropriations for fiscal year 1961 moneys to start <br /> <br />immediate construction of lines from Glen Canyon to Curecanti and from <br /> <br />Flaming Gorge to Oak Creek. <br /> <br />GROSS LOADS OF PREFERENCE CUSTOMERS <br /> <br />It is desired to state here that this report should in no way be <br /> <br />taken as an attempt to allocate Colorado River Storage Project power as <br /> <br />between the four Upper Basin States and Arizona or to exclude Nevada. <br /> <br />Acknowledging that there are conflicting views on this problem, an at- <br /> <br />tempt is here made to point out in the simplest way possible the potential <br /> <br />preference customer loads and the transmission system whereby they <br /> <br />might be served.
