3. Applications for power be requested by the Department of

the Interior as soon as preference users can reasonably determine their

interest in view of market area and rates.

4. Power allocations be determined and announced by the De-

partment of the Interior as soon as possible after receipt of applications

therefor and after such public hearings as appear desirable or are re-

quested by interested parties.

5. Upon definite determination of allocations a program of

expenditures by years be presented to the Congress so that it may be in-

formed in advance of annual budget requirements to keep step with the

availability of Federal power and customer needs.

6. Due to the short time remaining before power is expected

to be available from project plants the Congress be requested as a mini-

mum to include in appropriations for fiscal year 1961 moneys to start

immediate construction of lines from Glen Canyon to Curecanti and from

Flaming Gorge to Oak Creek.

GROSS LOADS OF PREFERENCE CUSTOMERS

It is desired to state here that this report should in no way be

taken as an attempt to allocate Colorado River Storage Project power as

between the four Upper Basin States and Arizona or to exclude Nevada.

Acknowledging that there are conflicting views on this problem, an at-

tempt is here made to point out in the simplest way possible the potential

preference customer loads and the transmission system whereby they

might be served. A final system can only be devised when the Department
