<br />. <br />I <br />I <br />I <br />I <br />, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PROPOSED FEDERAL TRANSMISSION SYSTEM - (Continued) <br /> <br />of about 350 megawatts potential is located only a few miles downstream <br /> <br /> <br />from Glen Canyon and has such favorable characteristics as to insure its <br /> <br /> <br />ultimate construction. Such transfer should contemplate credit in con- <br /> <br /> <br />struction costs on a basis which will properly compensate the Colorado <br /> <br /> <br />River Storage Project for the initial expenditure. <br /> <br /> <br />Similar consideration might be given to various potential trans- <br /> <br /> <br />mountain diversion project power developments, such as the Fryingpan- <br /> <br /> <br />Arkansas, when and if constructed. The system can be extended and <br /> <br /> <br />strengthened at any time when other possibilities such as the potential <br /> <br /> <br />sites below Flaming Gorge and others in the project area are developed. <br /> <br /> <br />While not designed primarily for the benefit of private utilities <br /> <br /> <br />or with capacity to serve private utility loads, nevertheless the system as <br /> <br /> <br />shown is strategically located for interconnection with private utility sys- <br /> <br /> <br />tems so that the maximum advantage can be gained, to the mutual benefit <br /> <br /> <br />of all concerned, in integration, interchange and common reserve. <br /> <br /> <br />Basically the major portion of the proposed system is designed <br /> <br /> <br />for 230 KV operation. This is not because any doubt is held regarding <br /> <br /> <br />the transmission performance of a 345 KV system as has been given con- <br /> <br /> <br />sideration by the Bureau of Reclamation. Indeed a 345 KV system might <br /> <br /> <br />show some saving in construction costs. However, due to step-by-step <br /> <br /> <br />construction, the desirability of tapping of lines for intermediate loads <br /> <br /> <br />and the lessening of standby requirements in the event of a transmission <br /> <br /> <br />line outage, the 230 KV level is presently favored. 115 KV has been <br /> <br /> <br />selected for less important lines to accord with presently indicated local <br /> <br /> <br />requirements, but other line voltages should be studied in the interests <br /> <br /> <br />of economy and operating characteristics as power allocations and other <br /> <br /> <br />conditions dictate in the future. <br /> <br />- 11 - <br />
