The Council understands that <br /> <br />SCS has developed a procedure for evaluating habitat values. <br /> <br />Should the agencies be unable to arrive at a mutually acceptable <br /> <br />procedure, the Council recommends that SCS proceed with the on farm <br /> <br />program using the SCS wildlife habitat procedures. <br /> <br />The Council <br /> <br />also urges the agencies to continue communications among <br /> <br />themeselves to keep the Forum and Council apprised of the efforts <br /> <br />to resolve other differences, related to wetlands. <br /> <br />Specific Comments <br /> <br />Bureau of Reclamation <br /> <br />Paradox Valley Unit. The Council is pleased with the progress <br /> <br />made on the early phases of the inj ection test. However, the <br /> <br />Council <br /> <br />remains <br /> <br />concerned wi th <br /> <br />the <br /> <br />possible <br /> <br />problem <br /> <br />of <br /> <br />incompatibility of the injected brines and the formation fluids, <br /> <br />which could result in salt precipitation in the injection zone. <br /> <br />The Council urges Reclamation to complete the injection testing <br />expeditiously, but to take every precaution to avoid damaging the <br /> <br />well. <br /> <br />Grand Valley Unit. <br /> <br />The Council is pleased with the <br /> <br />implementation of the cooperative agreements for construction of <br /> <br />the private laterals. <br /> <br />Funding levels should remain commensurate <br /> <br />wi th the implementation schedule set forth in the 1990 Joint <br /> <br />Evaluation Report and the 1990 Review so that salinities can be <br /> <br />maintained at or below the numeric criteria.
