of the USDA onfarm salinity control activities is dependent on the

improvements of the laterals by Reclamation.

Lower Gunnison Basin Unit.

The Lower Gunnison Winter Water

o
en Program is one of the most cost-effective components remaining to
-J
~ be constructed. The Council urges Reclamation to continue to seek

adequate funding to continue construction of this program in FY

1992.

Uinta Basin Unit. The Council is pleased that the Secretary

of the Interior formally submitted the completed planning report

and final environmental impact statement on Stage I of the Uinta

Basin Unit to the Office of Management and Budget for advice and

consideration.

The Council recommends authorization of the unit

for construction.

San Juan River Unit. The Council recommends that Reclamation

continue planning activities in cooperation with USDA to further

define the salt load source and salt load reduction potential in

the San Juan River Unit.

This effort should culminate in the

release of a planning report and environmental impact statement.

Bureau of Land Management

It has been determined that by the turn of the century, more

than 1,400,000 tons of salt must be removed from the River system

each year in order to maintain the adopted numeric criteria. The

BLM is the largest land manager in the Basin, and lands

administered by the BLM are significant contributors of salt to the

river.

Therefore, the Council is extremely pleased with the

efforts of the Utah study team and the Utah Rangeland Salinity

7

j.~
