<br />approved pOllution control standards. <br /> <br />In addition, the Order <br /> <br />o <br />en <br />"';1 <br />o <br /> <br />provides for cooperation with state, interstate, and local agencies <br /> <br /> <br />in the prevention, control, and abatement of environmental <br /> <br />pollution. <br /> <br />The Council believes that the Federal 'agencies have done an <br /> <br />outstanding jOb in following the directives of the Executive Order <br /> <br />with regard to coordination and joint development with the Basin <br /> <br />states of the implementation plan (schedule) for compliance with <br /> <br />the adopted standards. However, appropriations to carry out the <br /> <br />activities recommended in the implementation plan have not been <br /> <br />sufficient to assure that the plan will meet the schedule for <br /> <br />maintaining the numeric criteria in the future. <br /> <br />The Council strongly urges that all federal agencies involved <br /> <br />in the Basinwide federal-state salinity pollution control program <br /> <br />carry out the directives of Executive Order 12088, in seeking the <br /> <br />appropriate level of funding. (Attachment B) <br /> <br />The Council continues to be concerned with issues relating to <br /> <br />wetlands and procedures for evaluating and monitoring the progress <br /> <br />on the voluntary replacement of wildlife habitat values foregone <br /> <br />under the USDA program. Resolution of these concerns is essential <br /> <br />to achieving USDA salinity reduction goals. The Council is pleased <br /> <br />that the Environmental Protection Agency, Fish and Wildlife Service <br /> <br />and the Soil Conservation Service (SCS), held several meetings in <br /> <br />1990 to discuss issues and formulate plans to resolve differences. <br /> <br />The Council urges these agencies to reach agreement on procedures <br /> <br />to evaluate the status of wetlands and the progress on the <br /> <br />5 <br /> <br />.. <br />
