<br />Favorable hydrology during the periOd 1983-87 temporarily <br /> <br />lowered salinity levels in the lower river. However, with below <br /> <br />o <br />0') normal flows since 1987 salinity levels are again increasing. <br />(j; <br />~ Since 1987 reduced funding levels have resulted in delays in the <br /> <br />implementation of salinity control activities. These delays' have <br /> <br />resulted in the need for additional control measures and funds to <br /> <br />assure that the numeric criteria for salinity will be maintained. <br /> <br />It is imperative that the federal agencies vigorously pursue <br /> <br />adequate funding to carry out the proposed salinity control <br /> <br />activities as set forth in the 1990 Review and the 1990 Joint <br /> <br />Evaluation Report. <br /> <br />In the "1987 Review - Water Quality Standards for Salinity _ <br /> <br />Colorado River System", the Basin states adopted a plan of <br /> <br />implementation jointly with the federal agencies involved in the <br /> <br />salinity control program. <br /> <br />Because of funding limitations, the <br /> <br />program was not implemented as recommended. As a result, the 1990 <br /> <br />Review's plan of implementation requires the removal of an <br /> <br />addi tional 250,000 tons of salt to maintain the Basin state- <br /> <br />adopted, EPA-approved numeric criteria for salinity. <br /> <br />In October 1967, the President signed Executive Order 12088 <br /> <br />which directs the head of each Executive agency to take all <br /> <br />necessary actions for the prevention, control and abatement of <br /> <br />environmental pOllution with respect to federal facilities and <br /> <br />activities under the control of the agency. <br /> <br />This would include <br /> <br />directing the agency head to make strong recommendations to <br /> <br />Congress to appropriate sufficient funds for compliance with <br /> <br />4 <br />
