<br />separable cost for recreation in the project costs with payment for <br />this acquisition a non-Federal responsibility, which has been <br />credited as part of the non-Federal share for recreation and fish <br />and wildlife enhancement. <br /> <br />10. The State of Colorado has indicated its support for the <br />expanded recreation area and a willingness to assume the cost-sharing <br />obligations thereof as required by the Federal Water Project Recreation <br />Act. A letter of intent to furnish the appropriate cooperation is an <br />attachment to the supplemental report. The Department of the Interior, <br />also, has recommended the construction of the optimum plan of recrea- <br />tion development. <br /> <br />11. After due consideration of the reports, of the District and <br />Division Engineers, the Board of Engineers for Rivers and Harbors, and <br />in accordance with the previous discussions, I recommend that the proj- <br />ect for the South Platte River and Tributaries be modified to include <br />the construction of a dam and reservoir on Bear Creek, a tributary of <br />the South Platte River in Colorado, for flood control, general recrea- <br />tion, and fish and wildlife enhancement; generally in accordance with <br />the plans in the supplemental report, and with such modifications <br />thereof as in the discretion of the Chief of Engineers may be advisable; <br />at an estimated cost to the United States of $32,314,000 for construc- <br />tion and $40,000 annually for operation, maintenance, and replacements; <br />Provided that, prior to construction, local interests furnish assurances <br />satisfactory to the Secretary of the Army that they will: <br /> <br />~ <br /> <br />. <br /> <br />a. In accordance with the Federal Water Project Recreation Act: <br /> <br />(1) Administer land and water areas for recreation and <br />fish and wildlife enhancement; <br /> <br />(2) Pay, contribute in kind, or repay (which may be <br />through user fees) with interest, one-half of the separable cost <br />allocated to recreation and fish and wildlife enhancement, presently <br />estimated at $1,911,000; and <br /> <br />. <br /> <br />(3) Bear all costs of operation, maintenance, and <br />replacement of recreation and fish and wildlife lands and facilities <br />including water replacement, presently estimated at $195,000 on an <br />average annual basis; <br /> <br />~ <br /> <br />4 <br />
