C. 20315 <br /> <br />June 30, ly67 <br /> <br />. <br /> <br />Reference: ENGCWcPD <br /> <br />. <br /> <br />Dear General Cassidy: <br /> <br />This is in reply to your letter of May 11, 1967, inviting comments <br />by the Commission relative to your proposed report and to the reports <br />of the Board of Engineers for Rivers and Harbors and of the District and <br />Division Engineers on the Bear Creek Basin, South Platte River and tri- <br />butaries, Colorado. <br /> <br />The cited reports present plans for construction of the Mount Carbon <br />Dam and Reservoir on Bear Creek approximately eight miles above its con- <br />fluence with the South Platte River at Denver, Colorado. The project <br />would consist of an earthfill dam, an unlined spillway, outlet works, and <br />a reservoir with 28,400 acre-feet of storage capacity to the spillway' <br />crest. The project would provide flood control, recreation, and fish <br />and wildlife benefits, at an estimated construction cost of $28,800,000, <br />of which $577,000 would be paid by local interests for recreation and fish <br />and wildlife features. No provisions are included in the project plans <br />for hydroelectric power development. <br /> <br />.' <br /> <br />. <br /> <br />Studies by the Commission staff show that with the project constructed <br />and operated as proposed, without regulatory storage capacity, essentially <br />no dependable hydroelectric power could be developed. The studies show <br />further that by enlarging the reservoir to provide storage capacity for <br />flow regulation, only a small amount of power ,could be produced and its <br />development would not be economically justified. <br /> <br />Accordingly, the Commission concludes that construction of the Mount <br />Carbon Dam and Reservoir in the Bear Creek Basin would not provide oppor- <br />tunity for economical hydroelectric power development. <br /> <br /> <br />Lee C'.
