D.C. 20315 <br /> <br />IN REPLY REFER TO <br /> <br />ENGCW-PD <br /> <br />15 January 1968 <br /> <br />SUBJECT: Bear Creek Basin, South Platte River and Tributaries, <br />Colorado, Wyoming, and Nebraska <br /> <br />TO: THE SECRETARY OF THE ARMY <br /> <br />1. I submit for transmission to Congress the report of the Board <br />of Engineers for Rivers and Harbors, accompanied by the reports of the <br />District and Division Engineers, in partial response to a resolution <br />of the Committee on Public Works of the United States Senate, adopted <br />14 June 1956, concerning the advisability of constructing flood control <br />and related improvements in the South Platte River Basin, particularly <br />in the vicinity of and upstream from the City of Denver, Colorado. <br /> <br />2. The District Engineer recommends the construction of a dam and <br />reservoir on Bear Creek at a site about 8 miles above the confluence of <br />Bear Creek with the South Platte River at Denver, Colorado, for flood <br />control, general recreation, and fish and wildlife recreation. He esti- <br />mates the first cost of the improvement at $21,000,000, of which <br />$20,481,500 would be the net Federal cost and $518,500 would be the <br />non-Federal share of the separable cost of the project allocated to <br />recreation and fish and wildlife enhancement. The benefit-cost ratio <br />is 3.1. The Division Engineer concurs generally in the recommenda- <br />tions of the District Engineer but, in recognition of the possibility <br />that more detailed subsurface explorations may reveal the foundation <br />conditions at the site to be unsuitable for the recommended unlined <br />spillway, recommends the inclusion in the cost estimate of contingency <br />items sufficient to cover the maximum costs of spillway modification, <br />including acquisition of lands to the maximum water line, and additional <br />foundation treatment if found necessary during advanced planning, The <br />estimated first cost of the project thus modified is $29,800,000, of <br />which $29,281,500 would be the net Federal cost. The non-Federal share <br />of the project costs would remain unchanged at $518,500, and the benefit- <br />cost ratio for the modified project is 2.2. <br />
