S'l'Rf\'l'EGIC Ol3J ECTIVES <br /> <br />i <br />, <br /> <br />Water pollution is not uniform ~hroughout the country. <br />The inajor sources of pollution and the level of e[[]uent <br />control needed both differ by ~eographical area. This non- <br />uniformity leads us to the following water strategy. <br /> <br />Attack water pollution where it is most serious. <br />Since these areas coincide with areas of population <br />concentration, this strategy will clean up waters <br />in areas with the greatest impact on numbers of <br />people. <br /> <br />Although EPA specifies the guidelines by which <br />river segments are prioritized for cleanup, the <br />States actually select these segments. This selection <br />process increases State participation ;/}n andresponsi- <br />'bility for the implementation of the Water Bill. <br /> <br />Concentrate on 1977 water quality goals, but implement <br />these goals so ,as not to preclude implementation of <br />the 1983 goals., <br /> <br />Issue the maximum humber of permits under the priori- <br />tization approach described above. The States should <br />issue as many of these permits as possible. <br /> <br />- Establish a comprehensive management process which <br />integrates planning and program formulation to set <br />milestones, and to provide reports in terms of those <br />milestones. This will enable us to determine whether <br />water quality is truly improving towards both 1977 and <br />198:3 goals. <br /> <br />Preserve existing high water quality, while at the same <br />time improving sub-standard ambient conditions to meet <br />water quality standards. <br /> <br />V. SEQUENCE OF IMPLEMENTATION <br /> <br />The primary sources of pollution to be controlled are <br />industrial and municipal dischargers, ocean dumping, and <br />non-point sources. The water strategy chooses lead modules <br />for a rational approach to controlling these sources of <br />water pollution: Planning and Monitoring, Permits, Municipal <br />Construction, Enforcement, and Non-point SourcasjOc22n Dumping. <br />
