S'l'Rf\'l'EGIC Ol3J ECTIVES

i
,

Water pollution is not uniform ~hroughout the country.
The inajor sources of pollution and the level of e[[]uent
control needed both differ by ~eographical area. This non-
uniformity leads us to the following water strategy.

Attack water pollution where it is most serious.
Since these areas coincide with areas of population
concentration, this strategy will clean up waters
in areas with the greatest impact on numbers of
people.

Although EPA specifies the guidelines by which
river segments are prioritized for cleanup, the
States actually select these segments. This selection
process increases State participation ;/}n andresponsi-
'bility for the implementation of the Water Bill.

Concentrate on 1977 water quality goals, but implement
these goals so ,as not to preclude implementation of
the 1983 goals.,

Issue the maximum humber of permits under the priori-
tization approach described above. The States should
issue as many of these permits as possible.

- Establish a comprehensive management process which
integrates planning and program formulation to set
milestones, and to provide reports in terms of those
milestones. This will enable us to determine whether
water quality is truly improving towards both 1977 and
198:3 goals.

Preserve existing high water quality, while at the same
time improving sub-standard ambient conditions to meet
water quality standards.

V. SEQUENCE OF IMPLEMENTATION

The primary sources of pollution to be controlled are
industrial and municipal dischargers, ocean dumping, and
non-point sources. The water strategy chooses lead modules
for a rational approach to controlling these sources of
water pollution: Planning and Monitoring, Permits, Municipal
Construction, Enforcement, and Non-point SourcasjOc22n Dumping.
