Thus there is phasing to allo~ for the development of furth~r water quality data, final effluent guidelines, and certain new programs (e.g., ocean dumping, non-point). But the strategy calls for major portions of a national pollution abatement program to begin at once: the permitting of selected major dischargersi _ planning and monitoring in the basins where .. pollution is concentrated: grants for municipal plant construction: enforcement against violators. The sequence is explained below in words, and in Table A. Inland surface waters shall be divided immediately into hydrologically discrete segmen~s as directed in 303 regulations. At the same time the States shall make a preliminary deter- mination, for eaoh segment, whether the ~pplication of best practicable technology to industries and secondary treatment to municipal plants will result in meeting 1977 water quality standards, or whether standards themselves will dictate the necessary level of eff.luent reduction. Where there is doubt. a segment shall be considered a water quali~y limited segment, subject to later.re-classification as more di'tta are generated. Where a segment .is effluent limited, the State where it i~ found will deve~op a management-type 303 pla~ listing the d~schargers border~ng that segment and the order in which permits will be issued to them. It is not necessary for a plan to be completed and approved prior to issuance o~ a per- mit: however, the issuance should be consistent with oriorities in the St.i'lte Discharge Control Priority List, once it-is develope '.
