Its philosophy is to fill in i~form~tion gaps \<"here <br />these are critical and to proceed \.:ith a strong program immediate. <br />~here the Agency is sure of its groun~. Thus there is phasing <br />to allo~ for the development of furth~r water quality data, <br />final effluent guidelines, and certain new programs (e.g., ocean <br />dumping, non-point). But the strategy calls for major <br />portions of a national pollution abatement program to begin <br />at once: <br /> <br />the permitting of selected major dischargersi <br /> <br />_ planning and monitoring in the basins where <br />.. pollution is concentrated: <br /> <br />grants for municipal plant construction: <br /> <br />enforcement against violators. <br /> <br />The sequence is explained below in words, and in Table A. <br /> <br />Inland surface waters shall be divided immediately into <br />hydrologically discrete segmen~s as directed in 303 regulations. <br />At the same time the States shall make a preliminary deter- <br />mination, for eaoh segment, whether the ~pplication of best <br />practicable technology to industries and secondary treatment <br />to municipal plants will result in meeting 1977 water quality <br />standards, or whether standards themselves will dictate the <br />necessary level of eff.luent reduction. Where there is doubt. <br />a segment shall be considered a water quali~y limited segment, <br />subject to later.re-classification as more di'tta are generated. <br /> <br />Where a segment .is effluent limited, the State where it <br />i~ found will deve~op a management-type 303 pla~ listing the <br />d~schargers border~ng that segment and the order in which <br />permits will be issued to them. It is not necessary for a <br />plan to be completed and approved prior to issuance o~ a per- <br />mit: however, the issuance should be consistent with oriorities <br />in the St.i'lte Discharge Control Priority List, once it-is develope <br /> <br />'. <br />
