However, <br />the impact can be severe in terms of the food chain, <br />economic and recreational losses,- and 'the esthetics of the <br />ocean. <br /> <br />The FWPcA Amendments, in conjunction with the Ocean <br />Dumping Bill, give EPA the authority to regulate or prohibit <br />the discharge or disposal of pollutants into marine waters. <br /> <br />(3) Groundwater <br /> <br />The following statistics indicate the importance of <br />groundwater: ~ <br /> <br />1/3 of the 100 largest cities depend entirely 0J::' <br />in. part on groundwater for their public water <br />supply; <br /> <br />~ for rural population, this figure is 95%; <br /> <br />over half the water used for livestock and <br />irrigation is now ground,,.ater. <br /> <br />The nation's problem with groundwater arise mainly from: <br /> <br />, <br />, <br /> <br />a. Deep-well disposal and other subsurface disposal <br />of wastes, and <br />"I'. <br /> <br />b. Excessive withdrawal of groundwater causing salt <br />water intrusion. <br /> <br />The Water Bill provides the States with authority to control <br />this waste disposal through a permit program. <br />
