Elbert Pumped-Storage Powerplant is being constructed <br />on the north shore of Twin Lakes Reservoir. The estimated <br />annual generation of the first unit of the powerplant' is <br />153.6 million kilowatt-hours of which about 66 million kilo- <br />watt-hours will be produced from water routed through the <br />Mt. Elber~ Conduit. Approximately l30 million kilowat~- <br />hours of pumping energy will be required in the pump back <br />mode to generate the remaining 87.6 million kilowatt-hours. <br />The second unit at Mt. Elbert will produce l53.6 million <br />kilowatt-hours annually, but it will require 228 million <br />kilowatt~hours of energy annually in the pump back mode to <br />produce this energy. <br /> <br />Three families were relocated as a,resul~ of the construction <br />of Mt. Elbert Pumped-Storage Powerplant and the associated <br />components. <br /> <br />(2) Clearing required for the construction of Mt. Elbert <br />Pumped-Storage Powerplant and rela~ed features was 40 acres <br />of grassland with sagebrush and scattered trees, including <br />5 acres for the contractor's construction camp and' headquarters <br />area. <br /> <br />After construction is complete, approximately 17 acreS of <br />land will be used by the powerplan~, penstocks, and parking <br />area. <br /> <br />. <br /> <br />(3) During construction of the powerplant and related <br />facilities, there has been significant visual impact result- <br />ing from the substantia.l amOl~!!t cf cGrthwui"k. ["~quired. <br /> <br />(4) The contractor has work facilities on both sides of the <br />highway. The visibility of disturbed earth, temporary build- <br />ings, equipment, supplies and a temporary powerline reflects <br />an incongruity with the natural and developed surroundings. <br />There is considerable traffic and noise in the immediate area. <br /> <br />(5) A short access road will provide access from a future <br />relocation of State Highway 82 to the parking area which <br />will be provided for visitors to the plant's visitor center. <br />Their arrangement is integrated into the overall architectural <br />plan. <br /> <br />(6) The Mt. Elbert Pumped-Storage Powerplant constructiun <br />requires the use of heavy earthmoving and compaction equip- <br />ment, concrete batching, mixing, hauling, and placing <br /> <br />IV-67 <br /> <br />. <br />
