<br />~ ..~. f"'t- <br />"i'i;)O <br /> <br />. <br /> <br />(10) The Halfmoon Diversion Dam will divert an average <br />annual 14,400 acre-feet of water into the Mt. Elbert Conduit <br />from Halfmoon Creek. This will result in a reduction in <br />the annual streamflow contributed to the Arkansas River <br />from the point of confluence of Halfmoon Creek and the <br />Lake Fork to the mouth of. Clear Creek. <br /> <br />(11) Archeological investigations have been conducted at <br />the Halfmoon Diversion site. No archeological evidence was <br />found (Buckles, 1973). <br /> <br />(12) Halfmoon Creek will be diverted out of its natural <br />channel, thereby creating an opportunity to temporarily <br />increase turbidity for several days. If severe turbidity <br />or construction wastes are inadvertently introduced into <br />the creek, the aquatic ecosystem could be adversely affected <br />by suspended material, possible siltation during reproduction <br />cycles, or the increased organic load. <br /> <br />(13) The dam and structure will be an unnatural object <br />introduced into a relatively remote setting, thereby <br />detracting from the scenic values of the area. <br /> <br />. <br /> <br />(14) Halfmoon Diversion Dam will create a barrier in the <br />stream which will inhibit the upstream migration of fish <br />resulting in the establishment of a separate population of <br />fish above the diversion structure. This population will <br />not be affected by the diversion dam. <br /> <br />Unless winter bypass flows are established below the dam, <br />brown trout spawning will be eliminated in this lower reach <br />of Halfmoon Creek. Under the present plan, all winter flows <br />will be diverted. <br /> <br />(15) Halfmoon Feeder Conduit will convey water from the <br />Halfmoon Diversion Dam to the Mt. Elbert Conduit. It will <br />be 3,000 feet long and will require about 6 acres of <br />clearing. <br /> <br />6. Mt.
