The original State Highway 82 passed tllrough the <br />construction area and a detour has been constructed in the <br />immediate structure area. A construction equipment under- <br />pass was constructed on the detour to limit interference <br />with traffic by constructton. <br /> <br />(7) The powerplant structure will be equivalent of a l5- <br />story concrete building in height, with only the top floor <br />exposed above ground level, as seen from the relocated <br />State Highway 82. The excavated material had to be tempor- <br />artly stockpiled and left barren of vegetation until replaced <br />as backfill around the powerplant. <br /> <br />. <br /> <br />(8) Visitors to the Mt. Elbert Pumped-Storage Powerplant <br />will have their experience enrichened by the visitor inter- <br />pretive facilities located on the top floor of the powerplant. <br />The Porest Service will display a description of its <br />role in resource management, the availability of various <br />local recreation opportunities and relate both to the <br />Fryingpan-Arkansas Project. The Bureau will interpret <br />the Project, how it works, what its objectives are and how <br />the powerplant fits into the Project scheme. Visitors will <br />also have a panoramic view from the powerplant of Twin Lakes <br />below with the forested and snowcapped mountains flanking the <br />south and west shores of the lakes. People may develop a <br />greater appreciation of the management of resources, and <br />what resource commitments are made to provide water and <br />electricity - both of which are taken for granted at home. <br /> <br />(9) The penstock cut will be backfilled and revegetated <br />in accordance with a plan developed by the Bureau and <br />approved by the Forest Service. Earth removed from the <br />penstock excavation will be utilized for construction of <br />the forebay dam. Earth removed for the powerplant will be <br />utilized for backfill and borrow pit rehabilitation. <br />Material for refilling the penstock trench will be <br />excavated from the forebay borrow pit. <br /> <br />(10) Some minor temporary adverse impact may have accrued <br />to the aquatic ecosystem in Twin Lakes from increased <br />turbidity which occurred during the construction of the <br />State Highway 82 detour around the powerplant construction <br />site. Some additional turbidity will occur in the lakes <br />when the tailrace channel is excavated. <br /> <br />. <br /> <br />IV-68 <br />
