The concept of "over-laying" a Program <br />Manager with full authority in programs, budget, and personnel on the <br />Regional Directors is foreign to the Service. It does not solve the <br />problem of competition for resources at the field level. <br /> <br />Option C - Establish Assistant Commissioner for Salinity Control <br /> <br />This option is included because of several suggestions identified during <br />the interview process. The evaluation of this option is based on the <br />assumption that the Assistant Commissioner-Salinity Control (ACSC) would <br />operate in a manner similar to the Assistant Commissioner-Planning and <br />Operations, i.e., through the Regional Directors. It is also assumed <br />that the current CRWQO would be abolished and the ACSC would be <br />established in lieu of it. Thus, there would be no intervening layer <br />between the ACSC and the Regional Directors. If the ACSC were to be <br />given direct program, personnel and budget authority, we would simply be <br />establishing a "high level Program Manager," and the "pros" and "cons" of <br />option B would apply. <br /> <br />.I <br />, <br /> <br />Advantages <br /> <br />Disadvantages <br /> <br />Would retain and strengthen <br />central focal point. . <br /> <br />Possible conflict and competition <br />for resources with other Assistant <br />Commissioners. <br /> <br />Would raise SCP visibility. <br /> <br />Possibly more need for Commissioner <br />to resolve conflicts. <br /> <br />Would maintain and strengthen <br />salinity advocate concept and be <br />better able to move to Service <br />wide program if need arrises. <br /> <br />Undue recognition to narrow slice <br />of total Service program. <br />
