.

.

20

.:.;

,,: .......
Option C - Establish Assistant Commissioner for Salinity Control

~
(..'1
C,.,J
....}

Advantages

Disadvantages

Minimum organizational dis-
ruption.

No more ceiling slots required;
no more layers.

Other Service programs might suffer
because of priority trade off.

Would send signals internally
and externally that SCP has very
high priority within Service.

Bureau constituents-other than
Forum-would not like.

Process of establishing would
force Department, OMB, perhaps
Members of Congress to indicate
relative importance of SCPo

Probably politically infeasible-
both internally and externally.

Would combine authority and
responsibility under Regional
Director.

Would not especially eliminate
competition for resources within
the region.

Would be responsive to Forum.
Would minimize "mixed" messages
to field offices.

Option D - Move CRWQO to Salt Lake City, Utah

The following review team evaluation is based upon the assumption that
the CRWQO function would be traasferred in total to the UC Regional
Office at the level of an Assistant Regional Director. Other variations of
a move to Salt Lake are obviously available, but, of course, each one
considered will likely have an effect on the advantages and disadvantages
described above. The following is a list of some of the possible variations
that could be considered when analyzing this option. The structure and
operation of such an organization would have to be negotiated and agreed to
among the various individuals involved. Some approaches could include:

- Establishing CRWQO as a "matrix" type organization.
- Establishing position of Assistant Regional Director - Salinity.
- Providing specific delegated signatory authority to the position
for internal UC Region salinity matters.
- Having incumbent report administratively to the Assistant
Commissioner - planning and Operations.
- Retain specific delegated signatory authority as Chief, CRWQO
for Servicewide salinity matters.
- Having the Chief, CRWQO to continue to maintain a position of advocacy,
overall coordination and focal point for the entire SCPo

Option D - Move CRWQO to Salt Lake City, Utah

Advantages

Disadvantages

Would combine authority-responsibility
for a majority of the program.

Less visibility for SCPo
Confuses central contact point
concept.
