He would, therefore, <br />compete at a Servicewide level for resources and priorities. In its <br />purest form the Program Manager concept would have a totally separate <br />organization from top to bottom. However, a more practical approach would be, <br />a "matrix" organization where personnel resources are shared at all levels <br />between the SCP and other regional programs. This allows better overall <br />utilization of staff while still service the needs of each program. Initially <br />individual resources would be allocated between programs based on schedules <br />and funding levels, but where there are schedule changes or specific needs <br />negotiations to resolve inter program conflict would be necessary between <br />the Program Manager and the Project Managers or possibly between the <br />Program Manager and the Regional Directors. <br /> <br />Advantages <br /> <br />Disadvantages <br /> <br />Would speak to perceived split in <br />authority-responsibility. <br /> <br />Dual organizations have tendency to <br />require additional personnel ceil- <br />ing slots. <br /> <br />Would solidify central focal point. <br /> <br />Program Manager would be forced to <br />compete with all RD's for scarce <br />resources, e.g., personnel. <br /> <br />Would maintain and strengthen <br />"advocate." <br /> <br />Possibly more overall travel <br />required. <br /> <br />Would provide for centralized and <br />improved direction and control, <br />e.g., funding and scheduling. <br /> <br />Other Service programs might suffer. <br /> <br />Would be responsive to primary <br />constituent-the Forum. <br /> <br />Distasteful-possibly unacceptable <br />to RD's. <br />
