<br />. <br /> <br />. <br /> <br />" <br /> <br />~ <br />(,.'1 <br />t') <br />Cf) <br /> <br />9 <br /> <br />understands that an informal agreement has been reached between the Upper <br />Colorado Region and the Commissioners Planning Policy Staff to try the con- <br />current review process on one salinity control unit report to see how .well <br />it works. <br /> <br />Option and Recommendation: <br /> <br />Upon completion of the trial concurrent review, the Commissioners Planning <br />Policy Staff should take the lead in an effort to develop future policy on <br />the concurrent review process on salinity reports. <br /> <br />Action Entity: Planning Policy Staff <br /> <br />TIME REQUIRED FOR AWARD OF CONTRACTS <br /> <br />Priority: High <br /> <br />The contracting process utilized by the Upper Colorado Region involves the <br />submittal of proposals by each interested contractor and the technical and <br />economic review of all proposals. This is widely viewed as a very expensive <br />and frustrating process by the contractors and time consuming by the agency. <br />In addition, new llashington office review requirements have been imposed <br />which further extend the contracting time. <br /> <br />j I <br /> <br />Other procedures are available and are being utilized in other regions <br />which would reduce the number of proposals which must be prepared, and <br />thus reduce the cost and time involved in the award of contracts for work <br />on salinity control planning units. For some types of work, use of the <br />prequalification of contractors permits specific orders 'under a blanket <br />ordering agreement' to be issued much more promptly than by using more <br />traditional contracting procedures. The additional review requirement <br />by the Washington office is viewed as an unnecessary imposition. <br /> <br />Option and Recommendation: <br /> <br />In view of the fact that more expeditious means of contracting are likely <br />available, the Study Team recommends that the Upper Colorado Region <br />request that an analysis be made by the 'llashington office contracting <br />oversight function to identify all possible ways by which the SCP contracting <br />process can be expedited. <br /> <br />Action Entity: Upper Colorado Region, W0180. <br />
