<br />. <br /> <br />. <br /> <br />" <br /> <br />~ <br />~ <br />~} <br /> <br />10 <br /> <br />~AGEMENT CONFLICT BETWEEN PRI~Y SERVICE ENTItIES <br /> <br />Priority: High <br /> <br />Lack of role definition or the understanding of how the defined roles <br />should function was a common comment received froro many internal and some <br />external interviews. this confusion was seen as the source of many of the <br />misunderstandings. or conflicts among the entities involved. Generally, <br />the CRWQO is perceived by the Regional Directors as interfering in the <br />activities and work of the regions, at times actually creating unrealistic <br />expectations of Service capabilities to regional constituents, and directing <br />its primary loyalty to the Forum. On the other hand, CRwqO feels that <br />communication barriers have developed within the region which make it <br />difficult to effectively coordinate the SCP. <br /> <br />The involvement in local activities by the CRwqO has apparently created <br />problems in the form of mixed signals being presented to local entities <br />which then requires additional effort on the part of the regions to resolve. <br />The CRWQO is viewed as having become too deeply involved in the public <br />involvement activities of individual salinity control units. The Water <br />Quality Office generally views these activities as a necessary part of <br />their responsibility to implement the SCP. But while some Upper Colorado <br />Region field personnel feel that their working relationship with the CRWQO <br />is satisfactory others in the region see this as a serious intrusion. <br /> <br />-I <br /> <br />Options: <br /> <br />A. the roles and responsibilities of those involved need to be defined, <br />clarified, and captured in current position descriptions, functional state- <br />ments, and performance standards. It is suggested that this activity be <br />accomplished in an Overview Committee setting, so that each member has the <br />chance to make input to and better understand the contents of the various <br />documents. When completed, the clarifications then need to be communicated <br />internally and (perhaps even more importsntly) externally to all those who <br />interface with and are serviced by the SCPo We believe that such clarifica- <br />tion and communication would do much toward reducing the conflict and <br />confusion that seems to nOW exist. We assume, of course, that the roles <br />and responsibilites once. clarified and defined, would be implemented <br />vigorously. <br />
