<br />. <br /> <br />. <br /> <br />~ <br />c." <br />T':' <br />01 <br /> <br />8 <br /> <br />IMPLEMENTATION OF SHORTCUT PROCEDURES FOR FEASIBILITY STUDIES <br /> <br />Priori ty: High. <br /> <br />Assistant Commissioner Barrett, in September 1978, directed the <br />E&R Center and the Upper and Lower Colorado Regions to find means of <br />shortcutting the planning process on the salinity control program. The <br />implementation of that directive has been mixed. The memorandum states <br />that maximum extrapolation of data be used, less than normal feasibility <br />grade studies be used and study of alternatives be pursued only to <br />establish viability. More uniform and extensive implementation of that <br />directive would reduce the requirement for data collection and design and <br />cut time from the planning process. <br /> <br />There are conflicting opinions within the Service concerning the extent <br />of implementation of the shortcut procedures directed by Assistant <br />Commissioner Barret t. Those views range from "no current implementation" <br />to "shortcut procedures have been implemented too extensively." <br /> <br />Option and Recommendation: <br /> <br />Because of the divergence of opinions on the level of implementation of <br />the shortcut procedures directed by Assistant Commissioner Barrett, the <br />Study Team recommends that the implementation of those procedures be <br />clarified. That should be accomplished by reaffirming the willingness of <br />the Commissioner to assume the management risks involved and directing <br />the E&R Center and the Upper and Lower Colorado Regions to develop <br />acceptable shortcut procedures, which would be submitted to the Commissioner <br />for concurrence and issuance as the policy of the Commissioner's office. <br /> <br />Action Entity: Deputy Commissioner <br /> <br />CONCURRENT REVIEW OF PLANNING REPORTS <br /> <br />Priority: High <br /> <br />The review process for planning reports is a very time consuming process <br />which may offer opportunities for expediting the completion of planning <br />reports for the salinity program. This process provides for an initial <br />review at the regional level and the submission of a revised document for <br />concurrent review at the E&R Center and Washington levels. It has been <br />suggested that a concurrent review at all three levels could expedite the <br />process and reduce review times by 3 to 4 months. Opposing concerns have <br />been expressed indicating that the concurrent review may result in the <br />review of reports by the E&R Center and Washington office, which are <br />later significantly revised in the regional office. Those changes may <br />require that the report be reviewed again, which increases the review <br />effort and results in little, if any, saving in time. The Study Team <br />
