.

.

~
c."
T':'
01

8

IMPLEMENTATION OF SHORTCUT PROCEDURES FOR FEASIBILITY STUDIES

Priori ty: High.

Assistant Commissioner Barrett, in September 1978, directed the
E&R Center and the Upper and Lower Colorado Regions to find means of
shortcutting the planning process on the salinity control program. The
implementation of that directive has been mixed. The memorandum states
that maximum extrapolation of data be used, less than normal feasibility
grade studies be used and study of alternatives be pursued only to
establish viability. More uniform and extensive implementation of that
directive would reduce the requirement for data collection and design and
cut time from the planning process.

There are conflicting opinions within the Service concerning the extent
of implementation of the shortcut procedures directed by Assistant
Commissioner Barret t. Those views range from "no current implementation"
to "shortcut procedures have been implemented too extensively."

Option and Recommendation:

Because of the divergence of opinions on the level of implementation of
the shortcut procedures directed by Assistant Commissioner Barrett, the
Study Team recommends that the implementation of those procedures be
clarified. That should be accomplished by reaffirming the willingness of
the Commissioner to assume the management risks involved and directing
the E&R Center and the Upper and Lower Colorado Regions to develop
acceptable shortcut procedures, which would be submitted to the Commissioner
for concurrence and issuance as the policy of the Commissioner's office.

Action Entity: Deputy Commissioner

CONCURRENT REVIEW OF PLANNING REPORTS

Priority: High

The review process for planning reports is a very time consuming process
which may offer opportunities for expediting the completion of planning
reports for the salinity program. This process provides for an initial
review at the regional level and the submission of a revised document for
concurrent review at the E&R Center and Washington levels. It has been
suggested that a concurrent review at all three levels could expedite the
process and reduce review times by 3 to 4 months. Opposing concerns have
been expressed indicating that the concurrent review may result in the
review of reports by the E&R Center and Washington office, which are
later significantly revised in the regional office. Those changes may
require that the report be reviewed again, which increases the review
effort and results in little, if any, saving in time. The Study Team
