<br />. <br /> <br />. <br /> <br />"'""' <br />",'t <br />f.j <br />~ <br /> <br />7 <br /> <br />Option and Recommendation: <br /> <br />The E&R Center has submitted a recommendation to the Commissioner's <br />office to exempt the salinity control program from the requirements of <br />the P&S. The study team recommends that the Commissioner's office <br />expedite the review of that proposal to determine the extent to which the <br />salinity control program can be exempted from the P&S requirements. Then, <br />if appropriate, the Commissioner's recommendation should receive expedited <br />clearance through the Department. <br /> <br />Action Entity: Commissioner <br /> <br />PLANNING: ENVIRONMENTAL CONSTRAINTS <br /> <br />Priority: High <br /> <br />Statements were received on concerns relative to delays that could be <br />attributed to the impacts from Fish and Wildlife mitigation requirements, <br />endangered species studies, hazardous waste, public involvement program, <br />etc. Comments heard about these constraints Were of similar magnitude and <br />generally from the same sources as those dealing with the P&S evaluation. <br /> <br />Options: <br /> <br />A. For adm1nis.tratively imposed constraints, the CRWQO should take the <br />lead, with input from the Upper and Lower Colorado Regions, in preparing <br />proposals to the Office of the Commissioner seeking relief. <br /> <br />B. In the area of regulatory cClnstraint based on Federal legislation <br />and regulations several of the State representatives indicated that on <br />their own initiative, efforts were being made to seek relief. The Service <br />should ensure earlier involvement with the States on these issues through <br />communication with the State representatives. <br /> <br />In particular, in most project areas where specific permits are required, <br />the Forum/State members concerned should be contacted to ensure that <br />every effort will be made by the State agencies involved to process <br />permit applications on a timely basis. <br /> <br />Recommendations: <br /> <br />Both options should be. ~ursued: <br /> <br />Action Entity: CRWQO, Project Managers <br />
