,

,

.

.

The public information forum is being held today, and the public comment
forum is scheduled for December 16, 1982.

The public consultation and comment period lasts for 90 days. Comments will
be accepted at the comment forum or in writing anytime during this period
which ends on January 16, 1983. After the close of this period, Western
will review all the comments and may revise the proposed rates as a
consequence of the information received. If the rates are revised, the
Administrator may decide to allow 30 days for additional comments. If this
is necessary, the last two dates shown here would probably be delayed.
Should he decide that an additional comment period is not needed, the
Assistant Secretary for Conservation and Renewable Energy is expected to
announce rate adjustments on an interim basis prior to March 1, 1983. We
plan to have these interim rates in effect for the April 1983 billing period.

I have asked Marlene Moody, the Assistant Area Manager for Power Marketing
in the Salt Lake City Area to review the need for the rate adjustments, the
criteria which was followed, and some of the assumptions which were made in
developing the proposed rates.

4
