Moody <br />Assistant Area Manager for Power Marketing <br /> <br />Western makes power repayment studies (PRS) each year for the CRSP to see if <br />the repayment requirements are being met. The composite power rate is now <br />7.89 mills/kWh, based on the FY 1977 PRS. The results of each of the <br />studies for the last 4,years show that a composite rate greater than 7.89 <br />mills/kWh is needed. <br /> <br />The FY 1977 PRS was used as a basis for the present interim rate which was <br />disapproved by the Federal Energy Regulatory Commission (FERC) on October <br />12, 1982. Western recently petitioned the FERC for a rehearing on that <br />rate. In the event our petition is denied, we will have to develop a <br />substitute power rate, but we are not attempting to do that now. However, <br />it is possible that some of the studies we will be talking about this <br />morning will also be used to develop a substitute rate at a later time. <br /> <br />5 <br />
