.

.

.

Marlene A. Moody
Assistant Area Manager for Power Marketing

Western makes power repayment studies (PRS) each year for the CRSP to see if
the repayment requirements are being met. The composite power rate is now
7.89 mills/kWh, based on the FY 1977 PRS. The results of each of the
studies for the last 4,years show that a composite rate greater than 7.89
mills/kWh is needed.

The FY 1977 PRS was used as a basis for the present interim rate which was
disapproved by the Federal Energy Regulatory Commission (FERC) on October
12, 1982. Western recently petitioned the FERC for a rehearing on that
rate. In the event our petition is denied, we will have to develop a
substitute power rate, but we are not attempting to do that now. However,
it is possible that some of the studies we will be talking about this
morning will also be used to develop a substitute rate at a later time.

5
