FISH AND WILDLIFE SSRVICE REPORT

through an existing distribution system which would be rehabilitated and
enlarged as required. Water would be supplied to 12,650 acres of land
now being irrigated but in need of supplemental water, and to 6,300
acres of potentially irrigable land. The new lams to be irrigated
consist of 650 acres located in the valley of the Florida River and
5,650 acres located on Florida Mesa. Development of the valley lands
would require construction of several small ditches and laterals, while
development of lands on Florida Mesa would require enlargement of 5.2
miles of the Florida Farmers Ditch and construction of a distribution
system.

15. Minimum release from the reservoir during the non-irrigating season,
October to May, would include 8.5 second-feet for the City of Durango and
6-7 second-feet for preservation of fish am wildlife. The release for
Durango would be diverted 4.75 miles downstream from the dam. The release
for fish and wildlife would be the minimum recorded at the Florida Gage.
The proposed release is less than the historical average minimum stream
flow. Smaller flows than those proposed have been recorded frequently at
the Florida Gage and the minimum recorded is 0.4 second-feet. It is
expected tha t better stream conditions than those of j:8 st record would
result from the proposed releases and stabilization of flow.

16. Lands within the Florida Pro je ct area he. ve been farmed for a number
of years. Irrigation has been accomplished by direct diversion of waters
from the Florida River into 24 active ditches below the potential Lemon
Reservoir. Some of these ditches, with their turnouts and other structure&,
are inadequate and in poor condition. Nearly all of the ditches are soort
and supply water for an average of 100 acres each.

17. The Florida Farmers Ditch and the Florida Canal together with their
lateral systems serve practically all the lands now being iITigated on
Florida Mesa. Diversion from the river to the Florida Farmers Ditch is
by means of a concrete structure, which is in poor repair. This structure
would be replaced by a larger concrete diversion dam as a feature of the
Florida Project.

18. Operating levels for the proposed Lanon Reservoir are shown in Table 2.

4
