<br />Preface iii <br /> <br />W <br />c-J <br />(0 <br />CJ:.) <br /> <br />That investment must be protected, maintained, and improved <br />upon for the benefit of future generations. Furthermore, much of <br />that investment is to be repaid, thus requiring Reclamation to <br />diligently carry out its cost recovery responsibilities. This section <br />sets forth the goals for protecting and enhancing the Federal <br />investment in Reclamation projects. <br /> <br />BUILDING PARTNERSHIPS, Section 4, recognizes that <br />Reclamation is faced with an increasingly difficult challenge in <br />resolving complex natural resources management, development, <br />and protection issues to provide for further economic growth and <br />an improved quality of life. To do so at a reasonable cost, while <br />simultaneously protecting and improving our environment and <br />investments, will test Reclamation's ability to be innovative and <br />farsighted. Opponunities for building partnerships with other <br />Federal and non-Federal entities will be pursued to meet these <br />challenges and to promote the cooperative, effective stewardship <br />of our natural resources. Building partnerships and being <br />responsive to a broad constituency, while continuing to fulfill <br />existing commitments, will be a hallmark of how Reclamation will <br />conduct business in the future. <br /> <br /> <br />FOSTERING QUAUTY MANAGEMENT, Section 5, recog- <br />nizes that "people are our most imponant asset." Reclamation's <br />goals include creating a fulfilling work environment, inspiring <br />people toward excellence, and empowering employees to achieve <br />extraordinary results. Organizational excellence goals focus on <br />program effectiveness, quality of work, and management control <br />systems to ensure that business is conducted in a fiscally <br />responsible, cost effective, and ethical manner. The goals in this <br />section are a clear expression of Reclamation's commitment to <br />make its employees the best they can be and, in turn, allow <br />Reclamation to effectively and efficiently carry out its mission. <br /> <br />" <br /> <br />Implementation Plans will be developed for each element of <br />the Strategic Plan. These plans have a shorter focus and will <br />detail "how" the strategies will be carried out in the immediate <br />future by setting forth specific tasks to be accomplished, the <br />schedule and priorities for their accomplishment, and the fiscal and <br />personnel resources needed. The Implementation Plans will <br />provide the basis for program formulation and evaluation, <br />development of future budget requests, allocation of personnel <br />resouces, and establishment of priorities.
