That examination, Assessment' 87, recognized the need <br />for increased emphasis on the improved management of projects <br />and the protection of environmental values. As an integral pan of <br />this assessment, Reclamation reviewed its organizational structure <br />and programs to determine whether adjusnnents were necessary to <br />more effectively meet its responsibilities. In 1988, a significant <br />reorganization of Reclamation was implemented to create a more <br />efficient and cost-effective agency. <br /> <br />l <br /> <br />Reclamation initiated development of the Straregic Plan in <br />1990. This plan builds upon the Assessment' 87 and sets fonh a <br />broad, long-term framework for resource management, <br />development, and protection with specific goals and strategies <br />Reclamation will pursue as it moves into the twenty-first century. <br />It continues Reclamation's role in providing for sustained <br />economic growth and an improved environment and quality of life <br />in the West. <br /> <br />The Straregic Plan consists of 25 separate program elements <br />grouped into 5 sections. Each element includes. a Guiding <br />Principle, Goal, and Strategies. The Goal states "where" <br />Reclamation wants to be, while specific Strategies set fonh "what" <br />needs to be done to achieve that goal. <br /> <br />i <br /> <br />MANAGING AND DEVELOPING RESOURCES, Section 1, sets <br />fonh the goals which Reclamation will seek to achieve in resource <br />conservation, management, and development in the years ahead. <br />A balanced approach to the stewardship of the West's scarce water <br />and associated land and energy resources is the keynote of these <br />goals. Full recognition is given to the primacy of State water right <br />laws and State water allocation responsibilities. <br /> <br />PROTECTING THE ENVIRONMENT, Section 2, recognizes <br />that increased environmental knowledge and changing societal <br />values have placed an ever greater emphasis on the protection of <br />oui' natural resources. These goals, which are a logical extension <br />of Reclamation's increased efforts to improve the management of <br />existing resources, focus on the need for an environmentally sound <br />program as Reclamation moves toward its second century of <br />service to the Nation. <br /> <br />SAFEGUARDING THE INVESTMENT, Section 3, addresses the <br />fact that the Nation has invested approximately $16 billion in <br />Reclamation water resource and hydropower facilities since 1902. <br /> <br />DRAFI' <br /> <br />~ <br />
