Serve as sponsoring agency under the Small Project Act. <br /> <br />(1) Construct small high mountain reservoirs to hold water in spring and <br /> <br />summer months, and have available later in the year under exchange <br /> <br />provisions of Senate Bill 81. <br /> <br />(a) This would also enable decree holders within the Conservancy <br /> <br />District on mountain tributaries to purchase Project water and <br /> <br />use as exchange water with senior decree holders down stream. <br /> <br />V. VALLEY AND COLORADO SPRINGS PIPELINES <br /> <br />A. Purchase right of way at todays prices to reduce total cost. <br /> <br />R. Provide matching funds for Governmental programs available under HUD, HEW, <br /> <br />Federal Water Pollution Control Administration. and EDA. to construct pipelines <br /> <br />and laterals. <br /> <br />C. Enter into private contracts for construction of all or part of the pipelines. using <br /> <br />-5- <br />
