Join with the State in cooperative programs to establish complete network of <br /> <br />.:) <br /> <br />telemetered gaging stations on mainstem and all tributaries. <br /> <br />(1) Perfect accurate system to determine actual transmission loss within <br /> <br />specific reaches of the River; intransit time and return flow from <br /> <br />municipal and irrigation uses'. <br /> <br />(2) This data will be absolutely necessary when Fryingpan-Arkansas Project <br /> <br />water is available for sale under the "use and re-l,lse, sale and re-sale" <br /> <br />provision of Operating Principles, and also under Senate Bill 81, section <br /> <br />148-2-6. <br /> <br />(a) Such data would enable the Conservancy District to identify <br /> <br />treated municipal water for re-sale in the agricultural sector. <br /> <br />(3) This system should be in place long before the first Project water is <br /> <br />diverted into the basin, so records can be established on native flow, <br /> <br />and then related to the increased supply from trans-mountain water. <br /> <br />(4) Data could also be published on a regular basis for use by owners of <br /> <br />decrees in their management of water, and also by the USGS in perfecting <br /> <br />month to month and long-range supply-demand study. <br /> <br />IV. U. S. BUREAU OF RECLAMATION <br /> <br />In the event appropriations continue to be limited in the years ahead, the District <br /> <br />could enter into a new contract, whereby, the District would: <br /> <br />A. Purchase land for all or part of the remaining structures. <br /> <br />(1) Would get land at todays prices, which would undoubtedly be less than <br /> <br />-4- <br />
