(1) <br />c..n <br /> <br />. <br /> <br />Heavy water users will shorten the time before new <br /> <br />water has to be acquired, or growth curtailed. <br /> <br />(c) Be able to run water supply-demand studies for specific water <br /> <br />users, both existing and potential, who are making plans to <br /> <br />either grow or move'into the Arkansas Valley. <br /> <br />(1) Most major industries will consider expansion or re- <br /> <br />location in an area only if they are.assured of a 50 year <br /> <br />supply to amortize the cost of new plant and equipment. <br /> <br />II. WATER SUPPLY PROGRAMS <br /> <br />A. Review all existing water rights which could legally and physically be put to <br /> <br />beneficial use in the Arkansas Valley. <br /> <br />(1) Decrees on main stem of the Arkansas River, and all tributaries, for <br /> <br />. I <br /> <br />possible change of use, and point of diversion. <br /> <br />(2) Additional sources of ground water which could be developed and sold <br /> <br />as supplemental supply. <br /> <br />(3) Decrees in other water basins, whether surface or ground. for diversion <br /> <br />into the Arkansas River system, either through the use of Fry-Ark <br /> <br />facilities or in cooperative programs with other agencies having facilities <br /> <br />in place. <br /> <br />B. After review of all possible sources of supplemental water, enter into contracts <br /> <br />to purchase and proceed with legal and engineering steps to make water <br /> <br />available in the Valley for orderly long-range development. <br /> <br />-3- <br />
