000250 preliminary wilderness proposal. Two of the public agencies, 31 of the private organizations, and 200 of the individuals commenting favored a larger wilderness. Four public agencies and 11 individuals favored wilderness with no specific recommendations. One private organization and four individuals opposed the establishment of wilderness. Five public agencies and one individual acknowledged they had received a copy of the wilderness proposal, but had no specific comments to make. The alternative proposals presented are described in the appended Hearing Officer's Report, and are indicated in Exhibit D. After careful study of the oral and written statements received as a result of the public hearing, and after further consideration of management needs, the following revisions to the preliminary wilderness plan are recommended. RECOMMENDED ADDITIONS It is recommended that 125 acres, shown as Area A in Exhibit B, be added to the proposed wilderness. The proposed primitive campgrounds in Red Rock Canyon and below Gunnison Point, and the improved trails leading to them have been deleted from the master plan, thus allowing these lands to be included in the wilderness unit. ~ The proposed interpretive device planned for Serpent Point is to be placed at the beginning of the trail to Serpent Point, outside the proposed wilderness unit. The 10'acre enclave, shown as Area B on Exhibit B, therefore, is recommended for addition to the proposed wi Iderness unit. Revocation of reclamation withdrawal rights covering lands within the proposed wi Iderness unit is being processed within the Department of the I nterior. Because certain lands in the SW'l.SW'I. sec. 4, T. 49 N., R. 7 W. will remain withdrawn for reclamation purposes, it was necessary to revise the wilderness boundary in this location.
