':-:~.' 17. 18. 19. 20. 21. 22. ~hs:~ Alternatives to Consider - Suggestions for alternatives concerned different ways to define "no action;" different actions, other than development of a contract, to resolve the issues (non-contract alternatives); and developing alternative contract provisions for evaluation which emphasize meeting competitive needs in varying degrees (contract alternatives). 12. Evaluation Criteria/Methods - Suggestions included methods and criteria to comparatively analyze and evaluate alternatives. 13. Water Uses and Quality, and Water Rights Administration - Identify effects on a) water supply, b) existing uses, including use/development of Colorado's Compact entitlement and administration of water rights, and c) water quality. 14. Recreational, Wilderness, Wild and Scenic River, and Fishery Resources - Address impacts to the nationally significant a) recreational, b) wilderness and wild and scenic river, and (c) fishery resources of the Black Canyon, Gunnison Gorge and Curecanti. Aquatic and Terrestrial Wildlife and Habitat - Identify impacts to many species and their habitats, including the endangered fish, other threatened or endangered species in the area, and other aquatic and terrestrial wildlife affected by changes to riparian or wetland habitats along the Gunnison River and the shorelines of the Aspinall Unit reservoirs. Flooding, Sedimentation, Erosion - Address impacts on the physical environment and processes including upstream. flooding and icing, downstream flooding and streambank erosion, sedimentation and other hydrologic river channel maintenance processes. Hydropower Generation - Identify impacts on hydropower generation, revenues, and repayment of Aspinall Unit costs. Regional Economy - Address existing basin-wide social and economic impacts dependent on existing or future development of water supplies (agriculture, ranching, recreation, tourism) Related Projects/Proposals - Address cumulative impacts on resources and related projects when this action is considered with other existing and proposed water projects and legislative designations. Mitigation - Identify potential unavoidable impacts and need for mitigation. Coop~rating Agencies - Many affected agencies need to be involved as cooperating agencies. Public Involvement - Explain opportunities for interagency coordination and public involvement for the NEPA, decision-making and contract development processes.
