Historic/Current Operation of the Aspinall Unit - The BOR needs to define historic <br />and current management of the Aspinall Unit (operating criteria, commitments for <br />water stored in Blue Mesa Reservoir, historic benefits of operation); <br /> <br />2. Aspinall Unit Purposes - The BOR should clearly establish the purpose, need and <br />authority for the contract and ensure that it is compatible with authorized Aspinall <br />Unit purposes. . <br /> <br />3. Black Canyon and Curecanti Resources - The NPS should define its purposes, need <br />and authority for involvement in the contract, especially with respect to protecting <br />Black Canyon and Curecanti purposes and resources and in quantification of the <br />Black Canyon's Federal reserved water right. <br /> <br />4. Gunnison Gorge Resources - BLM involvement is needed to ensure protection of <br />existing recreational and natural resources and proposed designations of the <br />Gunnison Gorge. <br /> <br />5. <br /> <br />Colorado's Interests - Involvement by the State of Colorado is needed to protect <br />. their interests in the management of water and associated resources of the Colorado <br />River basin. . <br /> <br />6. Endangered Fish - The FWS should be involved in the NEP A compliance and <br />contract negotiation processes to aSsist in the recovery of endangered fish of the <br />Colorado River basin, <br /> <br />7. Compatibility with Federal and State Laws - Contractaltematives must be <br />compatible with the intent of Congress in authorizing the Aspinall Unit, the "Law of <br />the River" and Colorado State Water Law. <br /> <br />8. Accountability: Meet and Balance Goals - Contract alternatives should account for <br />releases to meet the goals of involved agencies and provide balance between <br />competing uses of water. <br /> <br />9. Release Priorities, Quantities, and Patterns - Contract alternatives should address <br />priorities, quantities, timing, duration, and ramping of releases. <br /> <br />10.
