<br />Resources, State of Colorado, who gave a very interesting and in- depth report on
<br />Water Studies which are now being carried on as a result of Senate Bill 407. He
<br />stated his Agency has signed a Contract with flve Engineering ConsultJng Firms,
<br />and hopes to have reports from these Pirms by January. He then outllned the
<br />comple:dtles of existing Colorado Water Law, and submitted a Propoaal for a
<br />"Basin Water Management Area" and asked for observations from the members
<br />of the Board and the v1s1tors. He stated the Proposal1s in the formative stages
<br />and, undoubtedly, will have many areas which will hsve to be reflned to make them
<br />legal, and op'erable. He suggested that each of the Water Drainage Areas in Colo-
<br />rado would be identified as a Basin, and a specific agency would be designated to
<br />mansge all of the water, both surface and ground, in that Basin. A general dis-
<br />cussion was had, during which many of the Directors asked specific RUssUons
<br />regarding how the Program would be established and managed. Mr. Eckles con-
<br />cllUled his presentation by stating he would appreciate the opportunity to appear
<br />before the Board again at a later date to provide additional information and also
<br />to receive positive recommendations. He hopes to have a Proposal ready for
<br />consideration by the Legilllature in JanJ1Bry 1968.

<br />WATER ALLOCATION STUDY:

<br />President Nichols introduced Robert Barkley, Manager, Northern Colorado Water
<br />Conservancy District, who gave a very comprehensive report on the Water Alloca-
<br />tion Policy of that District, and also of Administrative procedures. He stated the
<br />Policy In the Northern Colorado District Is that the Users have e "Contractual
<br />Right", not a "Vested Right", and that all weter in the District is allocated for
<br />"Perpetual Use" so long as the eJdsting owner puts the water to beneficial use.
<br />Otherwise, he sacrifices his right to buy water.

<br />He stated his Board ot Directors seleeted the IIPerpetual Use" procedure because
<br />it would be difflcult, if not Impossible, for municipalities to plan long range devel-
<br />opment If they could only get water on a year to year basis. He also stated that
<br />by selling it under this Program the Revenue to the District is assured, and the
<br />problem of Use then rests with the purchaser of the water.

<br />Mar,] Directors had specific questions which were asked, and the Board thanked
<br />v ^. Barkley for bringing them up to date on actual Poliey matters and Adminis-
<br />trative Programs. Mr. Barkley invited our District to use their Offices and their
<br />information whenever we feel they will be beneficial.

<br />WATER UTILIZATION STUDY;
<br />
<br />President Nichols Introduced Professor Morris SlUnner from Colorado State
<br />University, who authored a Water Utilization Study under a Contract with the
<br />Division of Commerce and Development, and also the Southeastern Colorado
<br />Water Conservancy District. Professor SlUnner went through the various
<br />reports, and identified his sources of information end procedures used in
<br />arriving at the conclusions. He stated he feels the reports are very complete,
<br />and authentic, and the Information contained can be used for long range planning.
<br />He staled he was very much impressed with the presentetlon by Mr. Eckles, and
<br />felt the comhination of the material conts.ined In his report and the USGS material,
<br />should enable the Arkansas Valley to undertake such a Project with success.

<br />President Nichols then introduced James Miles of the State Planning Office, who
<br />coordinated the Water Util1zation Study with Professor SlUnner. Mr. Miles des-
<br />cribed the procedure used projecting population in the Arkansas Valley, and the
<br />State of Colorado. He stated that two different procedures were used, and that
<br />Colorado University now has a Computer Bank which will provide the statistical
<br />data to be used in all population projections for the State of Colorado In the future.
