<br />alternative methods for reducing flood damage may not be carried out before <br /> <br />adoption of flood plain management ordinances by local governmental units. <br /> <br />Structural projects which have the purpose of controlling floods are to be <br /> <br />considered only as elements of a flood plain management program. <br /> <br />MISSOURI <br /> <br />To promote the best possible use of flood-prone lands in Missouri, <br /> <br />a. develop agreements to coordinate flood plain activities between <br /> <br />adjoining States as much as possible; <br /> <br />b. promote nonstructural alternatives to flood control where possible; <br /> <br />but to use structural, nonstructural, or a combination of measures <br /> <br />'I,:' <br /> <br />for flood damage abatement as determined on a case-by-case basis; <br /> <br />c. avoid direct or indirect support of hazardoua or nuisance flood plain <br /> <br />use. <br /> <br />MONTANA <br /> <br />In Montana, there are two separate and distinct programs for flood plain <br /> <br />management. One program mandated by State Legislation enacted in 1971 <br /> <br />(Floodway Management and Regulation Act, Section 89-3501, et. seq., M.C.A. <br /> <br />1947) places the initiative for flood plain land-use regulation at the local <br /> <br />government level and provides for State enforcement of flood plain regulations <br /> <br />where local governing bodies fail to act. This program is implemented on a <br /> <br />stream-by-stream basis; and to date, about 7,200 stream miles have been <br /> <br />established as designated flood plains. The other, the National Flood <br /> <br />Insurance Program, has 60 cities, 28 counties, and one Indian reservation <br /> <br />participating at present. <br /> <br />These Federal and State programs should be continued and other programs <br /> <br />sought to provide a basis for sound flood plain management. On some streams <br /> <br />where nonstructural programs are not effective, innovative structural solutions <br />that can be economically justified must be found. <br /> <br />(;-10 <br />
