<br />,000575 <br /> <br />b. the design of proposed levees and dikes so as to reduce flood risks; <br />in urban areas to a chance of occurrence in anyone year of one <br />percent or less; <br />c. the design of proposed storage structures for the protection of <br /> <br />agricultural areas so as to provide sufficient capacity to control <br /> <br />the volume of a flood having a chance of occurrence in anyone year <br /> <br />of four percent or less; <br /> <br />d. the design of proposed storage structures for the protection of urban <br /> <br />areas to provide sufficient capacity to control the volume of a flood <br />having a chance of occurrence in anyone year of two percent or less; <br /> <br />and <br /> <br />e. the use of structural, nonstructural, or a combination of measures <br /> <br />for flood damage abatement as determined on a case-by-case basis. <br /> <br />MINNESOTA <br />It is the policy of Minnesota to reduce flood damages through flood plain <br />management, stressing nonstructural measures such as flood plain zoning, flood <br />proofing, and flood warning practices. It is the policy of the State not to <br />prohibit but to guide development of the flood plains, to provide coordination <br />and assistance to local governmental units in flood plain management, to <br /> <br />encourage local governmental units to adopt, enforce, and administer sound <br /> <br />flood plain management ordinances, and to provide the commissioner of natural <br /> <br />resources with authority necessary to carry out a flood plain management <br /> <br />program for the State and to coordinate Federal, State, and local flood plain <br /> <br />management activities. <br /> <br />In furtherance of this policy, flood plain management ordinances are to be <br /> <br />given primary consideration in the reduction of flood damage in Minnesota and <br /> <br />G-9 <br />
